    DLCs win. Everyone knows that.

But for regular civs, i picked Siberian riches. Useful in both sp and mp mode, which is nice. Extra production and ressources(or :c5gold:) are always welcome.

Assuming "best" means easiest to win with, under most circumstances and standard game settings; I chose Father Governs Children. The Culture and food bonuses are phenomenal, if not OP. I would still pick this if the bonus just applied to food.

France's bonus. I thought it was Ancien Regime tho.

Of the DLCs, Babylon is the best. Not sure which is better out of the two however. :(

I'm not sure about "best", but my favorite is Sacrifical Captives. Slaughtering your way across a continent while getting bonus culture for every unit killed has a certain visceral appeal to it.

I voted sacrificial captives aswell as I find it has synergy with almost all playstyles. (I guess in a completely passive game it offers little)

    other great ones:

    father governs children
    ancien regime
    the glory of rome

I think the DLC UAs should be expanded to individual options. I picked Father Governs Children because it scales so well, but really most of them are highly useful. River Warlord, Mongol Terror (for the movement, not so much the CS combat bonus), Manifest Destiny, Wayfinding, and Great Andean Road are all fun to play with.

I would go with Korea and Babylons (can't remember the actual names of them though). Everyone knows science is what wins games, and those two do science like no one else.

Non-DLC though, I'd go with Father Governs Children

Monument builders. That bonus with wonder building is really good.

I think DLC (other) will be weighted too heavily here....

Father Governs Children when combined with Maritime City State neighbor (most victory types) or Cultural City state neighbor (going for cultural victory)

I actually like the Arabs better overall, but their main strength is their unique building, so I excluded them from consideration for this poll.

Ancient Regime would be my second choice among UAs.

I voted for Hellenic League, although it is only by a matter of degrees. It is useful for all maps and victory conditions.

I voted for DLC, and I'm talking about Babylon. I don't have Korea so I can't call it better.
As someone said already, :c5science: is important in civ v.

Father Governs Children for me too.
City State bonus are already too much by default. This makes it pretty much silly.
It makes any type of victory much, much easier.

Glory of Rome - any city improvement in the capitol allows it to be built half-price out in the Empire. Pretty sweet.

Yes, best means the easiest to win with. :)
