The city that would not flip - why?

I just finished a game where I had a really great cultural output (see related screenie in the "funny screenshots" thread).

One Babylonian city ended up being entirely enveloped by my culture, but it just would not flip. As you can see I've played on beyond victory, and by now cities on my borders are flipping to me every few turns, but not this one, and at times it's only had a garrison of four. Note that it's 89% me, 10% him.

Now I have the "no flipping after capture" or whatever it's called option ticked, but we've never fought over this city and it's never been invaded by other players. The only thing that may be different is that I've used a lot of espionage to spread culture. Does this not "count" towards flipping then?

Interestingly enough, after taking this screenie I went to Hammurabi and demanded this city in tribute - which was the only non-redded-out city in his diplomacy screen with the word "liberate" by it in brackets, and he gave it to me. I'm confused. Shushan is a Babylonian name I assume, so it was originally his?

I have no idea why it's not flipping, but I think it is "liberated" because it's 89% yours and only 10% his.
 
It's possible to prevent a city flipping with enough military units relative to the population. Given the city has been reduced to size one, the units in it may be enough to eliminate (or at least reduce to a negligible level) the chance of flipping.
 
Even without enought troops - the chance of flipping will never exceed 10% on every turn... So it's unlikely, but possible, that a city will never flip, despite you putting hight pressure at it.
Also the cahances reduced by some troops and in a low size city... Might be much less than 10%...
 
The 10% chance referred to is in fact the chance that in a particular turn the flipping of a city might be investigated. Only then does the number and "power" of units in that city come into account, as does the presence of state religions and the culture of adjacent tiles. There is a thread somewhere from long ago that gives the full details of that calculation.
And I seem to remember that a city also has to have had a rebellion before it can flip.
