Not exactly, the Kongo Empire was more west, the art for modern unites would be from modern day congo (or possibly South AFrica) but during this empire the Kongo also existed but was a seperate emire, but im sure many of the art wiill be the same.

 

The Congo as a civ. That'd be something to do.

What would you suggest for UU, UB, and Leaders? Would three be possible?

What would I do for UU and UB?

 

Adze warrior for unit, replaces axeman, just use an african axeman art (make sure he actually carries an axe since it was an actual axeman)

Mbudye council for library

Keep in mind its a different ghana then your probably thinking, this kingdom was more north west and didn't actually exist where ghana exists today, I believe it was stronger back then (compared to other african countries) then the one is today (compared to other african countries) so it would be more along the mali lines, truthfully id use mali as your base for it, since most of the unit art is the same

 

I might use elements of both, though more of the empire.
