The Council of Nations

Overview
Founded in 1907, following the conclusion of the Great War, and based out of Geneva in Switzerland, the Council of Nations was formed to help the remaining Great Powers mediate disputes and conflicts across the world. In 1926, the Council formally moved to its new headquarters in Stockholm, Scandinavia due to the shift in neutrality from Switzerland to The United Kingdom of Scandinavia. Like the real life United Nations or League of Nations, the Council only has power if the nations in it let it have power. The Council of Nations can pass resolutions and ordinances which govern world trade and politics. The Council has a Chairman who can determine whether or not a proposed resolution can go to a vote. Practically, the nation to whom the Chairman belongs to can veto any proposed resolution before it can be voted on. The one exception is the vote for a new Chairman, which occurs every six (6) years following 1907. Resolutions require a 2/3 majority to pass in the Council. If votes are not given by the 2nd update following the post of the resolutions, nation voting counts as "Abstains"

It has come to surprise us that many nations around the world have been left out of the council. As such we would like a vote to extend membership to all countries of the world, besides of course the Congress of British Workers which the Council has voted to shut all diplomatic ties with. We recognize that individual admittance of nations to the Council, in addition to being cumbersome and time-consuming, offers the possibility of independent nations being excluded from the council due to popular opinion. In order to preserve the CoN as a neutral and impartial entity for debate, this cannot be allowed. We endeavor to set finalized criteria for the admission of new nations to the Council, and so we propose the following:
a) The applicant must have existed for eighteen months or more (OOC: Survived the update after the update in which it was introduced), providing proof of the internal stability of the new nation.
b) The applicant must not be in active conflict with the nation which it gained or was granted independence from, and must have been so for a period of six months (OOC: Must have won independence).
c) The applicant must not be in active conflict with any other nation, during the period in which it is being admitted to the Council.

Note: This resolution would override Resolution 002-12

Resolution 001-12:- Rules Governing the Acts of Piracy, and Raiding-
This Resolution would make the use of piracy an internationally recognized illegal act. Piracy is to be considered illegal whether privatly [sic] operated, or state operated. Piracy is defined as an act of robbery or violence against any seagoing vessal [sic] by a ship not carrying an ensign of the ships true origin, without ensign, or with a non-state ensign such as the jolly-roger. It also constitues [sic] any attack on civilian ships during peace or war which are not subject to the rules of of raiding described below.
Raiding, a legal action, is to be defined as attacks on ships carrying civilian ensign by ships carrying a military ensign during time of war. Raiding applies to vessals [sic] which carry ensigns of the parties involved in the war. Raiding is also applicable to any third party vessals [sic] operating within the territorial waters of the nations at war, however they can not be subject to attack in international water regardless of port of origin or destination. Raiding ships must give warning to the vessal [sic] which is to be raided, allowing time for evacuations if necessary.

With growing tensions between the two major alliances, Nippon believes it would be best to move the Council to another neutral nation, until relations become warmer. It by no way implies that this should be permanent, only to provide a perfectly neutral ground for debate.

The United States welcomes the reopening of the Council of Nations and hopes that this renewed session will help bring peace and stability to the world.

OOC: Why are we meeting in Moscow State University if the Council is based in Scandinavia? :p

The South African Delegate is present. I would also like to remind anyone that has experience with democractic forms of government that they are more than welcome to attend our confrence that is being held in our capital city of Pretoria.

Thanks to the Scandinavian Government for setting up such a wonderful facility.
 
OOC: The Plans for the Moscow State University were designed by a Scandinavian (NOT), and the Government, before he left for Moscow, purchased the plans, and has built them, modifiying the orginal plans to house the assembly halls and offices. These plans are originally Scandinavian, and will now remain in Scandinavia. (Well almost!!)

Nippon is organizing humanitarian aid for France, as damage done by European League forces has devasted that nation. Aid will take the form of medicine and food. It will personally contribute 2 IC. It is the duty of the workers of the World to help their fellows when they are starving, if nothing else.
 
Italy wishes to open discussion on the selection of the next chairman. We vote for Fransisco Franco.
 
Though Nippon agrees with the ideals of Vyacheslav Molotov, we believe Robert Taft's goals are clearer and more capable in this war-torn world.
 
USA will vote for Robert Taft and hopes that others will follow his vision in a world in which large alliance will not drag our planet into a third global conflict
 
Again, we notice the irony. The USA is the one inciting an alliance war in South America. We support the ideals of Taft even if his own nation doesnt.

ARGENTINA ABSTAINS
 
America is not a part of any alliance system. And any one who doesn't think we would do whatever we can to disrupt the American Accord is a fool, considering you incited murderers and dissidents within our borders, leading to the deaths of over 2000 American citizens, in the hopes of causing a civil war.

Notice the irony, the American Accord is ever so eager to point out our faults yet covers up for the fact that Bolivia and Argentina are little more than bullies, forcing their neighbors into their alliance so that they may dominate the continent. And whenever a country, such as Chile, attempts to leave and reclaim territory that is rightfully theirs, stolen from them by the American Accord, they crush them, rather then allowing them to leave and let peace reign on the continent.
 
Explain to us how we bullied Venezuela and Ecuador into joining? Did we attack Chile when they left? We did neither. Venezuela and Ecuador joined peacefully, and have not participated in a war since. Chile left, which we were fine with. We urged the nation to return to democracy, but did nothing against them until they attacked. We recompensed in more than full for any errors of our ways, while you are causing thousands of deaths in this sham of a war. Chile was crushed as they attacked a fellow alliance member, provoking a mutual protection pact between us all. They were given THREE CHANCES to withdraw and let peace resume, but ignored it. As such, we took full military action. We are of course once again offering both them and Brazil peace, whereas you accept recompensation and then continue to work against them.

As well, who are you to talk of bullying and crushing a nation in a war? Mexico was in a civil war, and a very small raid caused you to annex the nation, and kills thousands who wanted independence.

Notice how America is so eager to cover up their own flaws, and for one incident blame everything that happens in South America from now to eternity on us.
 
The South African Representative has yet to decide we will announce as soon as it is decieded.
 
The United Kingdom of Scandinavia welcomes the end of the war, and hope that that is the end of major global confilicts and all nations can live in peace.

We also abstain from voting in the upcoming elections.
