We could tell them that we are trying to get SABER to commit to an invasion. Or ignore them, since when we play, we can invade (with marines and stealth bombers); assuming that either city does not have too many troops.

I think we need to eliminate The Council. If we do so, we should have no problem winning the UN.

Hmm, I thought Destroyers would defend us from subs.

I will send a note to Saber telling of this. We can't do much with one Transport.

That leaves LS-17, which carries a Marine, a SAM and 4 Tanks.

EDIT: On second thought, do we want to tell Saber we just lost 54 units? Let me think on that, and give others a chance to respond.

We might still be Strong compared to The Council but we may have dropped to being Weak compared to Saber.

Here are some options for our response (as I see it):

    1. Lightly protest and move on.
    2. Launch a full scale war
    3. Demand the city closest to the Aluminum. This will prevent the spaceship
    4. Demand gold/ techs as restitution (14,000 gold, miniaturization, and spaceflight, for example)
    5. OTHER

Also, SABER will know that we just lost that many units.

Nope, tin cans only let us *see* subs. On their turn, they still get full benefits of stealth attack.

@ Empiremaker - my vote is for 4. followed by 2.

We had only a slim chance and it depended on The Council not noticing our unit build-up. One turn of carelessness/oversight was all we needed. And we didn't get it.

We gambled and we lost.

Onward and forward, as we lick our wounds and learn from our mistakes.

I halfway expect to see Saber invade 11NW on their turn. If they did we would have a good case to present to The Council for restitution.

Most likely, however, is that Saber does nothing except bombings. No invasion. We can check their cash; they have slightly better cash flow than use since each city, regardless of size, can support 6 units. We are stuck at 3 units per city. And now that we have 126 less gold spent on unit support, we might be able to sabotage The Apollo Program a third time. Maybe.

But bombing will only slow down the drive to get into space; it will not deter it. Once The Apollo Program is built the final countdown begins. At some point Saber will be forced to invade and try to capture the more productive cities.

On the other hand, Saber might be more inclined to invade since our military has been diminished. In such a weakened state, they would (rightly) suppose that we would not risk a second botched invasion.

With the shield counts in the Council's cities, I'm concerned that they'll be able to build Apollo and all ten parts all in the same turn.

To build a Space Ship these parts are needed:

    640 shields (2): Engine (Space Flight/Aluminum), Exterior Casing (Synthetic Fibers/Aluminum & Rubber)
    320 shields (4): Cockpit (Space Flight/Aluminum), Life Support (Superconductor/Aluminum), Statis Chamber (Robotics/Aluminum & Uranium), Thrusters (Satellites/Aluminum)
    160 shields (4): Docking Bay (Space Flight/Aluminum), Fuel Cells (Superconductor/Uranium), Party Lounge (The Laser/Aluminum), Storage/Supply (Synthetic Fibers/Aluminum)

Apollo Program is 500 shields and must be built first.

Only three cities are close to finishing anything big: The Aerie, The Arboretum and The Chamber. One of these was switched to Apollo Program this turn. Saber will sabotage it.

Next turn, only two cities have high shield counts. If one of them does complete Apollo, the other can finish one of the two 640 shield items on the following turn. At that point, the four biggest production centers are back to shield zero. I don't see any other cities able to build a 640 shield unit in three or four turns from now.

If we can sabotage a third Apollo build, things are even better for us. That won't prevent the building of Apollo (we'll won't have enough cash for a sabotage attempt), but it would seriously delay the launch.

Bottom line: The Council cannot build all ten spaceship parts in one turn. Nor can they disband units to a prebuild to speed production.

What if they have a Leader?

...but you're right, it's a two-turn process. I wasn't thinking about the prohibition on breaking into the build queue.
