If you have a future start scenario with that tech enabled, then you'll see the science advisor say that while you're still in the main menu.

I've never understood why that feature of Civ2 never made it into Vanilla Civ3 or PTW.

If you have a huge continents map, and you shoot through techs (way before AI), then there probably will still be an island or two with black inside.

Not very effective, I always get the map of the world before modern times, and sometimes before Industrious time
