I want to share what's maybe an obvious idea, and some may call it a cheat.
Start as India, and be Mr Advanced Culture. Lots of religions and Wonders, and if you are close to Babylon maybe even a warrior rush to take them out. All you need is one warrior per city as a garrison. Get your workers busy improving.
This is the legacy, the gift you provide to your second generation civ - whoever happens to spawn near you - maybe Carthage, maybe Persia. They get to easily eat India and gain the benefits of their heavy military start plus the cultural strength of the predecessor Indians. This strategy has provided me endless fun in many different scenarios.
