The economics of anarchy?

Has anyone else noticed this?

Playing as the Zulus, I went into anarchy, and found that I was loosing 4 gold per turn. I didn't have much to begin with (the idea was to switch to republic to make more money), but while waiting for anarchy to subside (it took 7 turns) my treasury ran down to zero. I tried disbanning units to see if that would solve things, and it did no good! I thought a civ wasnt supposed to pay any maintenance costs nor receive any taxes during anarchy.
 
Were you giving any money to other civs (treaties?). That could be where your losing that 4 gold/turn. Look at the F1 screen and at the top left it will tell you where your money is going.
 
As the other replies said, you are giving your gold to another civ for some trade. The way to get more gold in Anarchy is to zoom into some towns and change some population to tax collectors. Shield production is zilch anyway, so you only lose the food production.
 
Hmm, you guys might be right. Though I don't remember, I might have been. Oddly, though, my treasury dropped to zero, but the loss of gold didn't stop. I guess that means that I won't automatically break any treaties or trades that depend on my spending money if my treasury drops to zero. If that's the case, then that means I can make a treaty and spend my money without worrying about any penalties, no?

On the lowest difficulty level and maybe the next lowest there is no penalty for being broke. On Regent and above units are disbanded or buildings are sold to make up the difference.

You can press F1 to see gold going to other civs in the gold summary section to the left of the sliders.
