I got this message when attempting to have a "stop trading with the infidels" vote. Does this mean he somehow got my religion in the intervening turn? Because if that's the case, I can't even find it... Also, Mass Media does not come into play here, as no one has it.

Sounds like someone defied the vote. If someone defies the vote it automatically gets cancelled even if everyone else voted Yes.
The same thing happens with the UN.
 
ah, thanks. I have only ever defied a vote previously, never seen someone else do it to me. I don't know why I didn't even think of that (though a "civilization-x has defied the vote!" would have been clearer).

I don't think this is it. When another AI defies the vote still takes place, the resolution fails, and the defiant nation receives -5 :)

There will be a good reason for this message, but you'll have to post a before and after save I think.

An example of this (rare) occurrence: as AP resident, I'm at war with China and winning. I am then offered the chance to propose the motion: "Declare war on the infidels! (China)" Like a boss, I propose this motion and vote "yes." All my buddies hate China, and I have a good number of cities. In the same turn, I make peace with China for some free techs. "HAHA," I think, "we shall be at war in the next turn, and now I have Nationalism and Guilds!! MUHAHAHAHA."

Only the world saw through my cunning ruse. The election was cancelled :(

! I think I know what happened then. I was abusing the "stop trading with infidels" by canceling my trades with him the turn the vote occurred so that I wouldn't take the relationship hit while everyone else would. But this was the second time I did this to Tokugawa in the game, so maybe I was simply the only one trading with him on the second vote, so when I stopped, there was no one left for it to affect.
