Humanity is coming to its end. war and pollution have ravaged the surface of Earth to the point that it is all but uninhabitable. Are there other people still out there somewhere? Beyond the poisoned seas and acid storms? We don't know, all we do know is that we're still here and that as long as we can cling on to something we might be able to postpone the end.

In this game you take on the roll of the leader of a settlement in the region of Patagonia - one of the final outposts of humanity. Gameplay is simple each turn you will be presented with an issue a question that you will have to resolve - your answers will help shape the character of your settlement and the future of life on Earth. In addition to resolving issues you can take actions. These are the basic orders that you'd find in a normal IOT and can comprise of whatever you want.

The Stats
Each settlement has 4 stats that range between 2 and 12. They are:

Resource - The ability of your settlement to generate things of material value
Volition - The ability of your settlement to overcome inertia and perform actions
Tenacity - The strength of your settlement's will to carry on
Force - The ability of your settlement to punctuate its demands with violence

You might be thinking - why between 2 and 12? Why not 0 and 10? This is because these are the attributes with which you will make saving throws. When something goes wrong your settlement will have the ability to shake off the damage by rolling less than or equal to the specified stat on a 2d6. Failing in one of these could result in a negative modifier applied to the settlement that reduces the value of some of your stats. If any stat reaches 0 the settlement dissolves.

Settlement Name: Self Explanatory
Settlement Location: Either pick a location directly on the map or specify a real world location so I can place you on the map close by
Settlement Origin: There is some reason that your settlement has already survived this long, something that keeps the people here, something that gives them hope or a reason to follow. Pick one of the following:
A resource - There is something here, maybe an old mine or factory, or perhaps a cache of old world technology. This settlement defines its success on its productivity (+3 Resource -1 Force)
An ideology - Maybe its something of the old world, a religion or philosophy or maybe its something from the new one. People here follow a code that promises them an end to injustice. This settlement defines itself by its ideology (+1 Volition +1 Tenacity)
Inertia - This settlement has always been here and most people think it always will be. Things don't change often and when they do they change slowly. This settlement endures because its people don't understand how it couldn't ( +4 Tenacity -2 Volition)
Strength of arms - Be they in uniforms and given ranks or simply a group of bandits the people of this settlement have endured out of a sense of camaraderie and their ability to extract the means of survival by force. This settlement defines its success by its power (+1 Force +1 Volition)
Food - All people need it and there are few place where anything grows anymore. That special status has allowed this settlement to continue on unperturbed. This settlement endures by the luck of the land (+1 Resource +1 Tenacity)​
Point Distribution: You have 4 points to spend on the 4 stats as you choose. I will then add 7 on to each stat and apply the origin bonus to give a final result.
Brief Description: Also self explanatory, will help me come up with some interesting issues.


Other Rules
You must resolve each issue in the thread.
Actions may be sent in as a PM or posted in the thread, you can send in ans many actions as you want however each additional action after the first will require a volition save in order to have a chance at success. Each subsequent action increases the difficulty of the save.
Modifiers are applied to your settlement and can be both positive or negative. Some may affect your stats other may provide less abstract bonuses. They help tell the story of your settlement.
This is all fairly simple, I might add more rules later and I might not. Who knows?

Also this is a real IOT just with unfortunate timing when it came to launch date

Settlement Name: Abadía del Padre Celestial (Abbey of the Heavenly Father; Colloquially just Abbetas)

Brief Description: In the early days of the collapse, several monasteries from both the nations that once thrived here soon realized the oncoming desolation that would grip even this land and so swiftly made to escape to somewhere they would not be targeted by the chaos of conflict, preparing to travel southward. On the night that each of them finished packing up and was finally prepared to escape, they each received a miraculous vision in their sleep wherein they were told to settle on a small peninsula on the southern coast. Eventually, all of those who had left met up on this God-chosen locale, and so they came together to build up a church and abbey that might survive the fires of the cleansing that was to come. War, devastation, and climate change came and went, and while the north was destroyed utterly by the chaos, the south grew more fertile from the warming and so the monastic settlement soon grew to a size even greater than before. The original priests and monks were celibate of course, but their charitable and pious acts throughout the region caused many to migrate to build a settlement around the church there.

Time passed, and while the original monks and priests died out, the peoples who had settled around it took up their place, and the population grew to the point where the monastery had become a monastic town and the spiritual heart of the region. Now, Abbetas and its nine hundred souls stand as the beating heart of Roman Catholicism in this far-flung land, even as paganism and idolatry attempt to tear off the edges of Christ's Kingdom. The bishop of Abbetas is generally considered to be the head of the Christian Church in the region, and it has a standing force prepared to defend Christendom in and around it by whatever means necessary.

However, within the halls of Abbetas and behind its vigilant troops, there sits a great repertoire of knowledge: Just as in times before where great crises gripped the nations of the Earth, the monks and priests of Abbetas still preserve and maintain the knowledge and learning of the past. While electricity and its marvels are no longer so easily available, the Church still maintains, hidden deep within its libraries, hard copies of information otherwise thought lost to time and the collapse. What can no longer be accessed by electronic devices might still be accessible to one who browses this library, though none outside Abbetas seem to care about such ancient technologies with the desire to survive first in their minds...

Settlement Name: Concepción, Commune
Settlement Location: Concepción, Chile
Settlement Origin: Ideology (Communism)
Point Distribution: +1 to each stat

Brief Description: The legacy of Allende has survived even the apocalypse. Shortly after the apocalypse a small group of surviving Leftist radicals and idealists gathered in Concepción to establish a small settlement, becoming the founding figures of the Commune. The Commune weathered conflict, both internal and external, and grew to due influx of refugees and travellers deciding to settle in the burgeoning Commune. The Commnue now numbers nearly a thousand and is easily the most prosperous community living among the ruins of the former Chilean capital. The Commune practices a synthesis of various Leftist ideologies popular in Chile before the apocalypse including Marxism-Leninism and Democratic Socialism with modifications made to adapt to the harsh post-apocalyptic landscape. Class has been abolished and the Commune is organised democratically where people have roughly equal say in how the Commune is run. Ideally major decisions after discussion with the whole Commune and, if necessary, a vote by every Commune member capable of doing so. Time critical and minor decisions are left in the hands of individuals, with the buck stopping at the popularly elected Council of Nine. As leadership of the Commune transitions from one generation to the next, this new hopeful generation wishes to spread their idyllic way of life to the rest of humanity. Yet they will surely face challenges of their own...

Settlement Name: The Deep
Settlement Location: Settlement Name: Marble Caves, near Puerto Rio Tranquilo, Chile
Settlement Origin: Inertia - ( +4 Tenacity -2 Volition)

Brief Description: The caves are eternal, and the caves are salvation. Whenever things get bad, the caves serve as a sanctuary, with the people from The Deep falling back into the Marble Cathedral through the maze of tunnels, using their watercraft and simply enduring, waiting for whatever calamity that was befalling the rest of the world to "punch itself out". The people of the deep are stiff-necked and stubborn, they have an affection for consistency and order, finding things that are stable and unchanging peaceful and soothing in a world where things can change so dramatically.

Much like their caves, they endure.

Settlement Name: Vandel Gate

Brief Description: Before the collapse Vandel Gate was a supermax prison that kept the most dangerous criminals in. With it state of the art walls and gate their was no way for anyone to get out. That would all change when the collapse happen. It was pure chaos both with in and outside the gates. Criminals were out and about committing all sorts of crimes. All hope was almost lost until one man step up to bring a end to this chaos. This man name was Jason Vandel who was the chief warden of the prison. His actions were brutal as he organized the rest of the wardens to use lethal force to regain order to this disorderly place. He was given the nickname "Vandel the Shark" as rumor had it that when he rounded up the criminals he had them thrown to the sea to be devoured by the sharks below.After dealing with the criminal element Vandel along with his wardens set the prison into a iron bastion that welcome those that at need as long as they follow Vandels' Laws of Order. Generations past as the location would be known as Vandel Gate as they strive to keep order around these part but now they are setting their sight on bring order to the rest of what left of the world.

Settlement Name: Lost Hidden Heights (changed for alliteration)
Settlement Location: somewhere in the Reserva Nacional Lago Gral. Carrera (going from google maps, aiming for that area surrounded on three sides by lakes in the middle left)
Settlement Origin: An ideology - when the Old World was ending the visionary leadership of the Glorious Stranger brought us together. Under her benevolent, occasionally insane, leadership we have survived the apocalypse. We cannot fail, for she has a vision, a purpose, and our unquestioning support. (+1 Volition +1 Tenacity)
Point Distribution: Volition +2/Tenacity +2 (final will be 7/10/10/7)
Brief Description: While many claimed to see the collapse coming, the Glorious Stranger was one of the few to take action. She brought her Chosen People to the secretive heights surrounded by the Two Lakes, safe from the world, and hid from the scourging of the world. While some questioned her madness, it is undeniable that her often mad decisions have kept us, and by extension all of humanity, alive. Now she wants us to expand outwards, to reclaim the empty world in the name of Humanity, and so we shall. There are of course rumors of humans living outside the Hidden Heights, but such stories are obvious fabrications and the phantoms are simply ghosts of the damned possessing the corpses of man that was. One such phantom once asked how the Glorious Stranger could have led the Hidden Heights for so long, proving its falsehood and lack of humanity, for the Glorious Stranger is eternal no matter the body she inhabits. Praise be unto her and Glory to her name.
The Hidden Heights are a theocratic cult of personality built around a supposedly reincarnating leader, the spiritual descendant of the first leader of the community. She is surrounded by a cadre of very talented people who do their best to interpret and enact her decisions, as loopy as they sometimes are. The rest of the community are subservient to this group.

Brief Description: Formed from a group of Japanese migrants fleeing from chaos in Brazil, the Takana Clan eventually grew into a powerful mercenary company using their homemade weapons and bombs. They are a mix between highwaymen and assassins, using their military strength to amass their wealth. The clan hierarchy is split into two main groups, the peasants and the military. The peasants are the farmers and general laborers that form the backbone of the Takana's citizens. They pay taxes in the form of form of food or labor in exchange for protection by the military and are not considered true clan members. The military is divided into three different divisions, the Homeguard, the Shadows, and the Ronin. The homeguard protect the clan's territory and collect tolls from those passing through their territory. They are mainly recruited from the strongest among the peasant class or the weakest of the military class and are armed with everything from bows and spears to cheap scrap guns. The shadows serve as spies and covert assassins, taking out the clans enemies and earning much needed supplies with assignation contracts. The Ronin serve as the elite shock troopers of the Clan and take on all the overt operations of the clan. The Takana Clan is lead by the Great Elder, an experienced survivor of many battlefields who charts the future of the clan. The Great Elder approves all the different military action the Clan takes and delegates internal tasks wo other elders of the Clan.

The Far South
In the southern regions of Patagonia and Tierra del Fuego two rising powers are both expanding their influence. New Patagonia is an organised power and the closest thing in the region to an old world government. Its standing army protects its external borders while a further army of bureaucrats try to maintain the internal prosperity. The city of Arenas is the political capital and base of the nation's economic power as a centre for manufactured goods. President Conrado Mirranda has been leading the republic for 3 years now and has aggressive expanded the nation's influence in the region.

Across the Strait of Magellan lies the powerbase of Carla Arbeille, a fearsome warrior who took command of a small group of raiders based in Galpones. In the span of a few years several military victories led to her controlling much of Tierra del Fuego and what was once a band of raiders has become the de facto army and police force of the region. In the peace that followed her conquests trade in the region has flourished and the mineral and food rich region has become for the most part incredibly loyal to the conquering leader and is willing to support her in wherever her conquests next lead.

A few independent settlements also remain in the region. The area is often associated with catholic piosity as it remains the home of one of last centres of the faith and though the Abbey struggles to match its neighbors in military and economic power the influence the religious leaders have gives them significant power in the region to sway the thoughts and feelings of many of the independent settlements.

Abadía del Padre Celestial (79A8) As the centre of the Catholic faith in the region many of the independent settlements look to the Abbey for guidance in both spiritual and temporal matters. Its economic needs are provided for by the church tithe and some complicated manufacturing processes carried out by monks.

Ciudad Arbeille - Once known as Ushuaia this town is now the capital of Arbeille's southern empire. It has a significant population and is a centre of trade in the region. Fishing stocks in Beagle channel remain viable and so a strong fishing industry has also emerged here.
Galpones - A prosperous ranching town and the origin of Arbeille's conquests. The horses raised here played a crucial role in the conquest of the region and now supply the army often giving them an important tactical advantage.
The Sands of Sebastian - Having seen much better days the conquest certainly has helped turn the town's fortunes upwards but it is still a very poor settlement that is barley hanging on. Now representing the northernmost settlement of Arbeille's territory it has become an important logistical asset and much of the military are now based here.
Dawson - The primary mining settlement for Tierra del Fuego the increase in safety and trade since the conquest has only seen its size and importance increase.
Arenas - Capital of New Patagonia and the region's most important manufacturing centre this is the closest thing in the far south to a truly urban centre.
West - The bluntly named most western outpost of the republic - it is from here that the food needed to supply the growing population of Arenas is grown.
Laguna Blanca - An important settlement in the history of the republic it is here that the weapons that the army uses are made. Some of the last experts in gunsmithing live here and along with the area's mineral wealth this town represents the heart of New Patagonia's military power.
Ciudad del Fuego - This is the largest settlement on Tierra del Fuego and the last city on the island to have its independence from Arbeille. As her army moves northwards many scared citizens here are trying to flee across the strait or are petitioning New Patagonia for protection.
Freedomville - Fiercely independent the people of Freedomville have resisted Mirranda's charm for years now. Things may change soon though - Freedomville lies on the primary route out of the republic and operates the Freedomville ferry to Tierra del Fuego and relies heavily on the commerce that these brings.
Red River - Red river is primarily a fishing and sheep farming town that serves much of the southern region.
Monte Leon - A desolate and poor town that is only hanging on due to its location on an important crossroads.
City of Ice - Tucked up in the mountains and on the edge of the glacial region this city follows a strange religion that mixes old world Catholicism with worship of the glaciers. It is rumored that they practice human sacrifice.


The Southern Andes
Among the mountain peaks and glaciers of the southern Andes lies a lake rich with fish. One of the last bodies of water left in the world that can really say that. Nobody can really agree on the lake's name but around it multiple groups have congregated - enjoying the protection and privacy that the mountain range provides. The lake is linked to the rest of the world by Puerto Serena and things have remains the same here for generations. Something like harmony exists between the residents of the area and it is a generally peaceful place.

The region also has an important role in the economy of Patagonia in general. Despite its isolation the resource rich nature of the region means its influence spreads further than you would expect and disruptions to the supply chain here would have knock on effects at a global level.

The Deep (88B7) In the tranquil waters of their caves the people of the Deep have endured for generations and they likely will for many more.
Hidden Heights (7AA7) In the mountains overlooking the lake is found a settlement ruled bizarre cult. When in contact with the other lake dwellers they act in unusual and disturbing ways. Others are often wary of them.

Outerello - This settlement lies on the one road south from Puerto Serena and is an important rest place along that route. It is a workers commune and in the face of the harder times it has persevered through the communal efforts of its people.
Puerto Serena - The key trade hub for the region. Here is often where merchants from the other settlements will come to buy good from outside of the region and sell their own. It has become a one of the larger settlements in the region and is incredibly prosperous.
Bluewood - A small fishing village at the southern tip of the lake. They are unique in the area for following the Mormon religious tradition.
Avellanos - One of the primary timber producer for the entirety of Patagonia. Once each yer a giant raft of logs is floated from here to Puerto Serena from whence the timber is distributed across the nation.
Ibáñez - A small community know for its colorful pottery and rich tin mine.
Arden - Far away from the connected regions of Patagonia little is know about it other than the fact it probably exists. It supposedly lies near the mouth of the Rio Baker which flows out of the lake.


Southern Chubut
In the heart of Patagonia lies Comodoro. The city has endure countless disasters and hardships but it abides as the most important merchant city in Patagonia (and perhaps the world). The region around it is filled with independent settlements many of which also enjoy a share in that prosperity. The balance of power has changed in recent years though. The leader of the settlement of Port Olivia, Mayor Julio Cosentino, has been making aggressive moves towards his neighbors and there is speculation that he might be harboring ambitions of creating a nation to rival that of Rawson to the north.

Takana (798A) A settlement with a powerful clan hierarchy the Takana Clan has secured its position in the region as a mercenary group often in the employ of the Comodoro. They are seen by many as the protectors of the area and it is widely assumed that the fact the armies of Rawson stopped at Llywd is due to the presence of the Takana forces.

Comodoro - The most wealthy city in Patagonia and home to its most powerful families. This city sits on an important crossroads linking the north south and west together in a place where trade can flourish.
Port Olivia - A settlement of growing influence in the area it was long seen as just a smaller less exciting Comodoro but under the leadership of its new Mayor it is looking to establish itself as a true regional power.
Las Heras - Primarily a mining town Las Heras has seen better days. As many of the old mines continue to be used up they are becoming increasingly expensive to maintain.
Jamarillo - A small but prosperous community on the east coast road. Jamarillo is primarily seeing growth as its workshops can operate under less strict taxes than those in Comodoro and so businesses are flourishing here.
Puerto Deseado - An apocalyptic cult run by a gun crazed Australian.


Northern Chubut
The thing that marks this region out as special compared to the rest of Patagonia is the Chubut river. Dammed at Florentino Ameghio long ago the irrigation provided by the dam has allowed the Trelew valley to flourish in a way that is impossible elsewhere. This valley kingdom, known as Rawson, has established itself as a great power due to its large populace and reliable source of both food and water. The nation has expanded little in recent decades though - To its north lies the heavily fortified Vandel Gate and to its south Comodoro - guarded by the Tanaka clan - expanding in either direction would be costly and nothing much lies westward of any value. Thus the Kingdom has been in a relatively stable period of peace for many years.

Spoiler :
Vandel Gate (8899) A powerful military stronghold to the north of the Kingdom of Rawson. Its might has kept it independent for many years and its ability to extort what it needs from the area has gone mostly unopposed by the mostly peaceful kingdom. Raids across the border into Madryn have attracted the ire of Rawson and ensure a steady supply of food can be enjoyed by the raiders.

Gaiman - The capital of Rawson and seat of the monarchy it is here that the tithes from the harvests are brought and a large city has grown here - much bigger than any other save for maybe Comodoro. Grain exports have brought great wealth to the region and the King maintains a significant standing army.
Florentino Ameghio - Guarded almost as much as the seat of the Royal city itself Florentino Ameghio is the true source of Rawson's power. This vast old world dam provides the irrigation and drinking water to the residents of the valley.
Los Altares - A small and poor town on the road to Chile. While not part of Rawson it relies on them economically and due to the poverty the settlment has turned into a den of crime. Those who flee the law of Rawson often find themselves here.
Madryn - A large and previously prosperous settlement of Rawson, the constant raids out of Vandel gate have led to an economic downturn in recent years. With Rawson's army concentrated on the Trelew valley and southern frontier the nation has been unable to fully protect its northern border.
Doradas - As the weather worsened what was once a small village on the Northern road has become a refugee city filled with the residents of the once prosperous but now destroyed cities of San Antonio and Viedma.


Chile
The Weather has been proceeding more slowly down the west coast of Patagonia and the major settlements of Chile spread out to the north of those in the rest of Patagonia. In the Los Lagos region the ritualistic veneration of volcanoes has led to some cults to establish significant secular power over their settlements. Meanwhile in the northern region around Concepción many refugee cities have sprung up from those feeling south. This has put significant strain on the area's resources - especially food which was scarce to begin with. Tensions between now rival groups of refugees have started to destabilise the region and residents worry that if things continue this way then it could be the end for all the peoples here.
Isolated from much of the rest of Patagonia by the Andes mountains Chile faces a hard task when it comes to trade. The Coyhaique Road is the only link to the east and key goods flow north along it from Rawson and beyond.

Spoiler :
Concepción (8998) The largest Chilean settlement and home to an idealistic group of residents that have managed to establish a prosperous egalitarian commune in the ruins of the old world. Food is not plentiful but the farms of nearby Cañete have historically been enough to provide for the food needs of the region.

Cañete - A farming settlement and primary food source for much of the Concepción region. Though not as communally organised as Concepción itself the town has derived much of its own governing philosophy from its neighbor.
Pleno Verano - One of the two major refugee cities in the Concepción area. Pleno Verano is formed mostly of people who identify with the Bolivian and Argentinian cultures. It faces many problems including shortages of food and housing and a significant proportion of the population are advocating to move further south still.
Juves - The other major refugee city comprised mostly of Chileans. Again food is a primary issue here and tensions between the leadership and the general population are becoming increasingly dire.
The Fire Palace - A cult city of dramatic size and power led as a theocracy by the Fire Priests. The lakes of the region still provide sufficient food though the isolated nature of the city means some goods shortages are inevitable.
Corcovado Temple - Another volcano cult with a significantly smaller population. Its position on the Coyhaique road has allowed it to survive as a rest stop and it is a key link in the chain that brings goods from the east up into Chile.
Coyhaique - It is from Coyhaique that one can begin the journey across the Andes when travelling eastward and when one ends it going the opposite direction. It is a key trade city and has a vital role in ensuring that trade caravans can make the journey though the mountains.



Turn 1 - Spring

Vandel Gate - The Raider's Wedding
The last raid that crossed the Rawson border to Madryn has just returned bringing in with it a grand haul of food and supplies that will last for some time. One of the raiders though has brought back with him something that is not necessarily edible. He has kidnapped a young woman from the city who he has let it be known he intends to take for a wife. The young woman in question does not agree with this idea at all. Some of the other reisdents of the gate are worried that kidnappings could bring upon us the ire of Rawson which we have thus far managed to evade however the raider in question claims it is his right to lay claim to whatever force allows him to.
(A) Send her home - We do not kidnap, we are not slavers, and we will never stoop to such lows
(B) Congratulate him on his wedding - This practice should be encouraged
(C) Expand the practice to slavery - People are resources just as much as the food and equipment we already gather in raids

Concepción - Mouths to Feed
The governor of Cañete sent a request to the Council of Nine to do something about the looming food shortage in the area. The reserves are being depleted much faster than they can be replenished with the new arrivlas in the area and the Governor has requested that something be done to ease the strain. She specifically suggests asking the refugees to move on south to greener pastures in Los Lagos. However many of the refugees are weary from the journey they have already made some were hoping to try and make some form of home here, and others were hoping that they could at least wait a few months here before moving on again.
(A) Send them onward - There is no room here, there is no food here, we can't provide for such a large influx of people.
(B) Let them rest - Institute rationing until a more permanent solution can be found
(C) Help build a home - Ask the governor of Cañete to find new ways of increasing food production, work with the refugees to find the resources they need to live here

Abadía del Padre Celestial - Across the Straits
A representative of Freedomville was visiting the Abbey today, delivering the church tithe and bringing the latest news. People are fleeing the conquering army of Carla Arbeille across the ferry from Ciudad del Fuego and the Freedomville representative wants to know what the take of the religious leadership is on the conqueror and what should be done in those places under threat of conquest.
(A) Arbeille is a good Catholic - She has brought stability to the island and could potentially expand it further. Many of the independent cities would be better off under her rule.
(B) She is a tyrant and we must fight her - The cities of the south should not bend the knee to someone who has expanded her territory through violence in this way. The possibility of war is much preferable to life under her rule.
(C) She will be opposed from the west- The independent cities should look to the fledgling government of New Patagonia for protection. It has a sizable army and could easily protect them.
(D) Our faith should bring us together - We must always look for a peaceful solution, a meeting of all the south's leaders should be called so that a compromise can be reached.

Takana - Protecting the Merchants
For the past several years the merchants of the region have hired the members of the Takana clan to protect them at the annual event log festival at Puerto Deseado. This event is conducted when the logs are driven down the Rio Deseado from Puetro Serena and by merit of their key position on the river the heavily armed apocalyptic cult at Puerto Deseado has been able to collect significant taxes on the event in exchange for their own "protection" of the event. This year Mayor Julio Cosentino has approached the Takana clan with an offer - he wishes to hire the mercenary force to perform an attack on the stronghold of the cult prior to the beginning of the market. He claims this will make the event safer for independent merchants as well as eliminating the extortion that the cult.
(A) Accept the offer - Its time for a shake up
(B) Reject the offer - This action might destabilise the region
(C) Use the opportunity - Remove the cult and set up our own protection taxes for the market

The Deep - The Poisoned Ice
While one of the Deep's merchants was trading with fishermen from Bluewood they overheard a rumour that the glacial waters that flow into the Lake were starting to turn bad - maybe the ice that is now melting was formed during the end times and the poison that was in the air back then has seemed into that ice. It could be nothing more than a rumour and even if true it could just be a small amount of contamination that will pass in time. But there is a small possibility that the glaciers could be completely contaminated and the Lake in true danger. The leaders of The Deep will have to decide what to do with this news.
(A) Suppress it - Its nothing and we don't want there to be any panic
(B) Allow it - Its just a rumour and nobody will buy into it, the Lake will endure just as The Deep does
(C) Inform people - If there is going to be an issue then people need to know - they need to be prepared. And not just our own people but the rest of the Lakepeople too
(D) Send an expedition - If there is poison in the glaciers then we need to see it with our own eyes, we should assemble an expedition

Hidden Heights - Death in the Mountains
A woman is dead, killed by the jealous wife of her lover. The murderer was the leader of the scouts and well regarded in the community as a fearsome warrior and unparalleled tracker. The woman she killed a healer who worked helped those who were sick and injured - this mean she was also well liked and highly respected in the community. The people expect some justice to be done and have turned to the Glorious Stranger to determine what course of action should be taken.
(A) An eye for an eye - Murder is a heinous crime and the circumstances are of no concern, she should be executed here and now.
(B) She should be Banished - She has killed another member of our community and she is no longer welcome here but we do not kill our own
(C) Congratulate her - Adultery is wrong and her actions were just
(D) Execute the husband - Adultery is a crime and strong measures must be taken against it

We wish to discuss the possibilities of expanding trade between our two communities. We understand that you have an abundance of food and we also understand that you are a key link in the chain for trade in the Chilean region. We also understand that you have many good shortages outside of food. We have a shortage of food and a recent influx of refugees may worsen this situation. We are interested in discussing mutually beneficial trade relations, if we have an abundance of a good that your community requires then perhaps we could work out some sort of an agreement to lessen the burden on both of our communities.
 
We are greatly saddened to hear the plight of our northern brothers and sisters - those who do not dwell in the life giving shadow of Mighty Osorno - and would be greatly willing to assist in the plight of those refugees that you are currently hosting. We are happy to negotiate any particular trade that Concepción is interested in and we will keep the road open to your merchants and those from across Patagonia. Meanwhile, so concerned are we by the refugee situation, we have decided to send a relief caravan uproad with some of our excess food stocks to assist in the immediate crisis.

We thank you for your generousity. We will send a group of envoys to the Fire Palace to hammer out a proper trade agreement between our two peoples.
 
Concepción Turn One Orders:

RE: Mouths to Feed
- Pursue option (C) (and implicitly B). The Council of Nine will accept the refugees on a provisional basis and strongly make the case of accepting the refugees towards the rest of the town. Our elders speak of stories of the old world, where it was common for refugees to be callously turned away by those with excess. It was surely this abject cruelty that was common in the old world that sowed the seeds for its downfall. We will not repeat the mistakes of the past and we will not shirk our duties as protectors of the weak. We will not turn these people away. As long as they contribute to the community and do not cause harm to other member of the community, they should be welcome here.

The Council of Nine will propose a rationing system to the town to lessen the burden on Cañete. The youngest member on the Council and some of the most zealous adherents to the ideology of Concepción have agreed to intermittently fast and to eat the least amount of food possible to further reduce the impact on food stores if the town will agree to the rationing system. They hope that this will further convince the town to agree to rationing. Of course, this situation cannot persist forever. The Council of Nine will proactively look for solutions to the food shortage and work closely with Cañete to find ways to sustainably increase food production.

Action One - Cooperation with the Fire Palace: Thankfully the Fire Priests are seemingly amenable to cooperation with our town. The Council of Nine will ask the town to elect a group of envoys to negotiate trade terms with the Fire Priests. Surely there is something we can offer them in exchange for food. The Fire Priests have graciously agreed to send food to assist our situation, we will distribute this food fairly upon its arrival. If we are lucky, perhaps trade and charity from Fire Palace will provide us enough food to weather this crisis.

Action Two - Increase Food Production: Of course, we cannot always rely on outside help. Those who are not preoccupied with other important matters or are cooperating with Cañete and/or the Fire Palace to solve this food crisis will look towards other ways to increase our food production. Our farmers and scientists will discuss ways to increase local food production. Teams of people will go out searching for new sources of food, whether that be fertile grounds that have not yet been tilled, wild animals that have not yet been hunted, unexplored ruins where there could be non-perishables left over from the old world or perhaps something else. The Council of Nine will encourage everyone and anyone to discuss ideas to increase our food production. If the entire town to comes together then surely we will overcome this challenge like we have many others.
 
Vandel Gate Turn One Orders:

The Raider's Wedding: (A) Send her home

Vandel's belief are Structure and Order. Slavery would goes against everything that Vandel strive for and a such the men will be punish accordingly with his laws which is 20 lashing to help reinforce our people to follow Vandels laws. The girl will be send back with a apologise for such action.

Action One: Discipline and Restructure

It seem that so lack or discipline is needing of some attention as we seem to have fallen from our roots. We are the sons and daughter of wardens who protect not raiders of anarchy. Raids will be done less on poor folks and more on criminals gangs and other raiders.

Action Two: Farming Area

Try to see if possible to make room for a farming area near or in Vandel gate so we dont have to raid to often for food.

OCC: When I picked Strength of arms I was going for more of uniforms and given ranks then radiers so I am guesting somewhere down the line Vandels laws got lost down the line of generations or something :)
