Just curious, has anyone else declared war on the English recently and got the impression that Firaxis went a bit above and beyond with their AI and tried to make them live up to Churchill's "Never give up, never surrender!" thing? I guess I haven't found myself declaring a real war on the English since before Warlords.

Well, I did so last night on a huge/Big_and_small/Emperor game and this guy is fighting me tooth and nail like nobody's business. He's liquidated pretty much his entire civilization into military units, refusing to capitulate, and just in general is being more stubborn about going down than anyone I've seen in a long time. Heck, a few days ago in a similar time period I ended up stuck alone with Monty and Gilgamesh on a continent and found them easier to deal with than Churchill is being right now.

So, anyone else get the feeling they've programmed the Brits to "Never give up and never surrender!," or is this just a product of circumstance in my case?

It's part of Churchill's AI, just like the more peaceful AIs are more prone to wanting to end wars early, some AIs are quite reticent to admit defeat. Churchill is one of them.

I had Churchill not capitulate when he had only one island city. I took it and he was extinct.

Then in another game he capitulated after one city fell

There is no pattern here. I think the code about capitulating is broken somehow.

I say Churchill's personality is brilliant. I find it better to be on his side rather then against him.

(Not surprising. I'm almost always PLAYING as Churchill.)

I like Churchill as an AI opponent. He keeps up surprisingly well in the tech race considering his traits aren't helpful for economy. He also doesn't care much about religion so often you can keep him as a friend even if he's a different religion. You can trade techs with him too. He's also aggressive attacking other AI's. Over all one of the better AI's to befriend.

I had a Large, Aggressive AI, Monarch level game as Pericles. It was Big and Small game but I had massive continents so it ended up being almost a pangaea game with everyone on a massive continent except the Suleiman (he founded three colonies on all those small islands). Anyway, at the end I decided to go for Domination since I was very close so unfortunately my long-time ally, Churchuill, had to go. I rolled over his drill 3 and drill 4 Redcoats with my brand new tanks. I really did a blitzkrieg and took four or five cities including London very quickly and he was willing to capitulate relatively early but then maybe it was because of my skyrocketing power graph. He did have a vassal in Lincoln too. So I didn't think he was particularly difficult to capitulate.

Sometimes leaders AI is changed slightly each time you play with...so they won't always act the same way each time.

The only difference I noticed is that Churchill looks at the powergraph differently than others. He'll only capitulate if you're freakishly powerful, even if he's down to one deserted city.

England is the one Civ I am always at war with. I don't care how nice they are, they must die! So for me, yes, they fight to the death.

To answer your question, different leaders have different programming, and some will be more liable to prolong/make peace than others.

I don't know about Churchill (never fought him), but I just destroyed Tokugawa.
I never got him to surrender. Last time I tried to vassalize him, he had only two cities left while I had about 30. 6 civilization were fighting him (holy war proposed by my gal Hatchepsut).
I had dozens Cuirassier, Rifleman, Grenadiers and Cannons. All he had left was 2 Samourais and a few longbows.
Maybe the Archipelago map made him feel more secure than he should have be. Maybe, it's an "honor" thing programmed by the Firaxis guy. If this was the case, this "never surrender" attitude would fit his personality, I think.
