I think they got the basic game working for their deadline and then shoved it out the door. The UI definitely has an unfinished feel to it -- e.g., when you bring up the military view (list of your units), you can't click on one of them and go to it.
Another one: bring up the Cyclopedia and click in the search field. If you're already got something typed there, you can't select and replace, you have to backspace one letter at a time until it's gone.
