The Graphic size of town, how do you change their size?

How do you change the graphical size of towns. I have a size 16 colones that is just running all over the place ruining the map.

I pretty sure someone posted this mini mod, before. But I was un-able to find it with the search button. Maybe I was using the wrong terms?

In the search engine type, settlement scale. There is a whole list of links there. I found the first one to generally be the best, just follow the instructions posted and you should be all set.
