Panem, President of Panem - Agesilaus Kane.

Panem on the world stage is what every dictatorship wishes it was upon its wildest dreams. Not only does the federal government spill blood in the arenas, but it spills blood across the remnants of the world stage without sending boots on the ground. The government of Panem spills blood across weakened, failed states, simply to continue its monopoly over the worlds external resources while pulling the strings of governments who don’t know any better. The Ministry of Foreign Affairs, with the help of the OSI and military, advises and aides armed groups in proxy wars along with inducing a plethora of coup d’etat’s in order to instill a government willing to play ball without hesitation. Various tactical options such as navy vessels, advisors, bombing campaigns and arms-for-resources deals are brokered often.

Of course, nations like the United Kingdom and Union of Sovereight States are like Panem’s North Korea to the United States of America, controlling their own client states to combat Panem’s manipulation of contempt nations.

Although, due to the need of extra resources, most of what Panem commits goes unchecked. All in all, Panem’s foreign policy is best desribed as “A roaring lion, looking for someone to devour.”.

Even with enemies, comes friends. The Unified Democratic Republic of Korea is a key ally (In exchange the UDPRK lies to its citizens about Korea destroying the USA.), alongside the Union of Sovereign States and the remnants of China. Although under the Kane Administration, relations have been strained. The heads of state prefer to speak with Vice President DeWynter, or Minister Belliard instead. Since taking office, relations with King Lawrence III of England are strained, but mutual.

These nations, along with a handful of others, each have a chair in the reorganized Council of Nations (CN) in the neutral state of Switzerland.

Unified Democratic Republic of Korea, Chairman of the Unified Democratic Republic of Korea - Ahn Sun Pok.

Following the turmoil that led to the end of society as we knew it, North Korea took the opportunity to launch a massive scale invasion against its southern counterpart. After months of resistance, the North Koreans manged to unify its peninsula under one banner. A couple of years later its first female leader, Ahn Sun Pok seized control. Her regime often relies on Panemian equipment to quell southern dissidents from gaining momentum. Although her English is a little iffy, Pok along with her generals enjoy Panemian culture to a tee!

The UDPRK continues to expand into the land that was once claimed by Russia and China.

Union of Sovereign States, Chairman of the Union of Sovereign States - Marshal Sergy Kudryvsev.

Since the end of the world, Russia and its former soviet republics slowly grew back together. Its former political, economic and social ties were always there, but took a nuclear holocaust to get things kicking again. Heavily damaged by the nuclear fire, those who survived migrated inwards, towards Siberia. The USS lost significant ground in doing this, but still commands a plethora of valuable resources that keep the nation running. Returning back to its communist roots helped its speedy growth more ways than one.

Caliphate of Arabia, Sultan of the Caliphate of Arabia - Muthasim.

When the world “ended”, the Arabian Peninsula was fairly stable. The gulf states alongside the Saudi’s quickly collaborated together to form a economic union in which each monarch could still rule their own states respectively. Unstable states like Oman and Yemen were quickly annexed and regulated. With the majority of the world’s oil resources within their grasp, they have a hefty say on the world stage.

With a young, hip and liberal monarch by the name of Muthasim V, the Caliphate continues to lax its rules and regulations, while staying true to Islamic Law. The Caliphate is constantly at odds with its norther, unstable neighbours. Remnants of Iran, Iraq, Syria and the rest, who still, regardless of a nuclear holocaust, continue to duke it out of minor ethnic differences and tribal lands.

The United Kingdom, President of the United Kingdom - Lawrence III.

Britain did fairly well when it came to the nuclear holocaust, although London was critically damaged initially. Following the war, the isles faced moderate water level elevation, flooding a portion of the southern half of England. Bearing together to solve its issues, the United Kingdom manged to pull itself into an operational state. Ireland was ceded back into the crown solely for economic interest. Now arch rivals with its former North American allies, the United Kingdom rushes to install its own puppet states, devoid of totalitarian-conservative ideologies beloved by Panem.

Lawrence III is an industrialized man by trade, not the man to sit in his ivory tower and ignore the issues at hand. As long as he’s still sitting on the throne, Panem will forever have a thorn in its side.

Swiss Confederation, President of the Swiss Confederation - Ditrih Anheuser.

As the world collapsed, Switzerland literally became the center of the world. With UN institutions wiped off the face of the earth or simply unavailable, the Palace of Nations in Geneva was still fully operational. As nations slowly recovered and tensions simmered, Geneva was used as a center of international communications. If you count a drastic change in climate as damage, Switzerland remained rather unscathed compared to its neighboring nations . . . or what’s left of them. And so, Switzerland remains as the prime neutral meeting location of the world’s powerhouses as they debate key issues such as annexation of land and arms expenditures.

Dietrich Anheuser’s life is best described as one of a day care supervisor, hosting a handful of nations and overseeing and administrating their heated meetings alongside his federal council. If anything, he’d love it if each country just went it separate way without interference. Although he can’t wait until his term as President is up, he seems to fake his loathing of his position really well.
