Try the Modern Earth Mod. (Unfortunately I forget where and when I download it, either forget who the author is, maybe you can search it on the forum)

Use a graphic editor of your choice and export the result as a 16 bit BMP. Then you can use DXTBMP to create a DDS from the BMP. There are also templates for GIMP to achieve the typical button border look.
 
I have updated the modmod with a button for the Merkava (from the Modern Earth Mod, thanks soul-breathing for the suggestion) and a different effect. Now, compared to the Main Battle Tank, the Merkava requires no resources and has 50% withdrawal chance. Since they were designed to maximize survival, I think this fits.

I'm also thinking of making the 2nd goal to have the highest research output for (any) 10 turns (with no time limit except the end of the game), instead of for 1 specific turn. That way it would be less about putting max funding in science just when the deadline arrives.

I hope it's okay but I just merged this mod with Merjin's Australia and South Africa. The Levant is sorely lacking in late game core civs, and this mod is just what I needed. I also merged in the latest revision of DOC.

EDIT: Just so you know, the reason I'm posting my merge in the threads of the mods it's based on and not making a thread of my own is that I'd rather increase visibility for the included mods, instead of making a thread of my own. I kinda get South Africa, but could you leave Australia out of it? Canada basically exists to stop America from taking the whole continent, but Australia's fine staying British. I don't think Australia has ever pursued any policy independently.
 
Please look into how enabling/disabling civs like Tibet works and simply implement that.

-Build an ICBM by 1980: I know I have to beeline to Nuclear Power, but the nearest source of Uranium is in Turkey. And everyone knows how tough they are.
-Have the city with the largest Science output in 2000: Easy: Just create a Great Engineer and build a National College.
-Create two Great Spies: I suppose I must use them on a smaller civ like Egypt or Arabia and do >100 points missions.

Also, it was supposed to be a One City Challenge but one must invade other countries to get Oil and Uranium, two indispensable resources.
As for Open Borders, must-have partners are Russia, America, Germany, Austria, and England especially, followed by Italy, France, Greece, Egypt, Poland and the Netherlands.

Madagascar is easy Uranium, just conquer Arabia, which is relatively easy to do on spawn.

There isn't really a way around expansion to get resources. The AI will never ever trade its precious uranium, so I usually settle a city on the uranium in Libya. Oil you might be able to buy from someone.

I don't think it'd be fun to force Israel into being an OCC. It'd probably feel more right if Arabia were a stronger opponent, though I'm not sure how to achieve that.

Please replace Kibutz with Mossad, granting the spies produce in it double the experience. Israel absolutely need it for it's UHV plus Israeli secret service is even more famous and formidable than even military. Earth 2010 mod has this building with buttons and such...

I chose the Kibbutz over Mossad because of reasons:
- There is only one Mossad, and UBs typically do not represent single institutions since they can be built in every city (admittedly this is less important for a one-city civ like Israel, but I dislike the idea of making a single iconic institution into a UB).
- Israeli espionage is already represented by the UHV; Kibbutzim represent another aspect of Israeli culture.
- It's unclear to me to what extent Mossad is different from any other country's intelligence agency; Kibbutzim strike me as a more quintessential Israeli thing.

That said, it's true that the espionage UHV doesn't seem doable at the moment. There are several of us supporting the idea that all espionage missions should grant at least 1XP, I wonder if Leoreth is hearing us.

There are many things very unique to Mossad, one of them is the concept of sayanim. A sayanim (sing. Sayan; Hebrew: helpers, assistants) is a Jew living outside Israel who volunteers to provide assistance to Israel and/or the Israeli Mossad utilising the capacity of their own nationality to procure assistance. This assistance includes facilitating medical care, money, logistics, and even overt intelligence gathering. Estimates put the number of sayanims in the hundreds of thousand.

While not official Mossad agents and sometimes acting without explicit knowledge, they may work in the capacity of unregistered representatives of the government of Israel in their respective nations.

Usually UB somehow helps with UHV, there must be some synergy, and while Kibbutz is very unique combination of socialism and Zionism it is more like a unique improvement than a building. On the other hand, it is totally logical to have many Mossad Institutes (HQs/Establishements/Buildings) for every city Israel owns. The idea of unique improvements partially implemented in Civ5 scenarios is very neat and I wish at least some civs in the main mod could benefit from it.
 
Maybe the Mossad could alternatively be represented with a Spy UU?
