Depends. "Utilise" literally means to bestow utility upon something, to take it up in such a fashion as to be able to use it: I use a hammer to hang a picture, but if I don't have a hammer handy, I might utilise the heel of a boot. Just because some people use it unnecessary doesn't mean that the word itself is unnecessary.
The heel of a boot can still be used to hammer in the nail. I'm not saying the words are identical, merely that there is no way to structure "utilise" properly without being vaguely d-baggy.
