The mongols are going to have a lot of tribes flip to them when they spawn.

I think it is because you have gathered all research points needed to discover the tech. Sometimes, it is possible in RFC to have spent more research in the tech than it's worth. That would be my guess that Bismarck refused to trade it, because the trade has a negative value.
It usually means that they are building a wonder that require the tech they refuse to trade.
I'm one step away from getting Fascism. That might be their reason.

It's relatively common with a weight of 50 (other more common ones are 80/100). I've NEVER gotten the free great artist event (weight 20).
Prereq: Forest tile under your control AND CALENDAR AND 4 or less happy resources AND no spices
1.The tile gains Spices
2.You pay 20 gold, the tile gains Spices, the Forest is removed and a road and plantation is build
A long time ago, I got the spices event as Turkey... in Byzantine territory.
Speaking of events I've never gotten, here's one that will surely help a lot:
