What is exactly the problem, is it The TXT-KEY thing, Baltimore (washington is 1SW), Aztecs or something else?

It's Aztecs, and Baltimore partially too. I did not play as anybody before America

Someone settled Baltimore like the earlier picture, preventing Washington from being founded. The
Aztec must have respawned and taken a Conquerors event, allowing them to throw back the European invaders and... Wow that's really far fetched and still doesn't explain it. Did they capture Mecca?
I hate that city Location with Barion, is there anywhere decently to put your capitol since Rome is out? It would be awkward having 3 Italian cities, but it could work... I'm sure the city will flip in 2 turns.

This Aztec thing is totally bogus. It's 1700 and the UHV counter is still white? And in all my games, I've never EVER gotten beyond 5000 points, even with conquest. So he probably gave them many MANY future techs.
Theoretically: Mecca was razed in the first turn by a barbarian camel archer, Montezuma got a lot of good techs from goody huts.
I recently got Astronomy from a goody hut (with explorer).

Simply, don't play civ on Korean OS. It adds an additional option of scenario which brings these non standart outcomes

Koreans and Japanese people don't particulary like each other, it's like Netherlands vs. Germany but worse.
