The purpose of culture when not seeking culture victory

How should I prioritize culture buildings, great artists and great works of art when not looking for a culture victory?

Usually I build culture buildings only to allow border expansion and never run any culture specialists when looking for a different kind of victory. I don't even create any archeologist. Should I?
 
you probably playing on low difficulty. On higher difficulty ideological pressure will ruin you.
 
Last game I played on King. Now I'm on Emperor. I do remember having issues with Ideology last game and had to change to get rid of 15 Unhappiness. That wasn't a big deal though, and I won anyway.

I do build some of them, but they not top priority.
 
And you will end up taking 12-15 social policies/tenets in a game where you should have 20-25+.
 
Culture and tourism are still important for the other victory types because you are going to want to have a certain ideology to attain that victory. Having good culture and tourism will let you pick and stay in your own ideology. This is especially true if you want to go autocracy and dominate the world.
 
Does tourism also affect the influence level of other civs in mine or only culture itself?

Or is it their tourism in comparison to my culture?
 
Their tourism vs. your culture determines their influence with you. Your tourism vs. their culture determines your influence with them.
 
The tourism / culture ratio between Civs A / B determines the influence of A over B. To determine the net ideological pressure you need to compare influence levels.

1) Culture is a defense against tourism and so high culture reduces your opponents influence.

2) Your Tourism boosts your influence over your opponents.

1) and 2) means that Tourism and Culture are active ways to increase/maintain your net ideological pressure over your opponents.

Interestingly, your culture is irrelevant to your cultural victory (excepting that it prevents your opponents from winning a CV).

If you want to see the benefits of pushing culture in a SV check out Acken's masterful LP. A serious effort to push culture for more social policies. A side effect is that he has zero influence against him at the end game despite no tourism. On Deity :crazyeye:

If you're not running CV, you still want to run the Guilds and the culture specialists.

The actual culture buildings themselves aren't as useful though.
