The Research in Anarchy exploit/bug

The link you posted is to something totally off-topic.

You can research during anarchy by making scientists. I don't see any exploit here. If you make more scientists than you need, the cities starve more than they should have and you will screw yourself for when you get out of anarchy.

The point is that when a city is rioting, they dont starve. In a size 12 city you can have 10 scientist giving 30 beakers and 2 workers rioting. Assuming at least emperor, and no happy improvment.

This looks like an exploit to me.

When you have only 2 workers rioting and 10 doing someting else wont the city stop rioting next turn and start starving? I agree that if you could keep the city in disorder that what you describe is a exploit. I think what Bamspeedy is talking about is using excess workers in nonrioting cities as scientists, this is something I do all the time. I also correct any city in disorder so it will be productive on the turn when the anarchy is over.
 
At deity, you start with 1 content and the rest unhappy. If you have no lux, entertainer, happy improvment, there will still be only 1 content. So it is possible to keep a city rioting with only 2 workers. With a lot of WW it would be easy. If for some reason something happens with the city, the governer might take over and stop the riot. Making it starve till you can take controll again. But normally, this works fine.
 
I think this needs to be fixed. When a city is in revolt it shouldn't contribute anything to the economy in any form. On the other hand this is probably how Civ3 has always worked and if you don't let your cities remain in revolt you would never notice.
 
The problem is that when cities riot, they don't require food, so that is where the exploit is. Using scientists or taxmen during anarchy is fine, I think, but not when you aren't needing to feed them. Apparently, they don't let the city produce shields and gold from citizens (not specialists), but they also included food to that rule, so required food isn't calculated, so isn't needed.
