Chaos and disorder prevail in many parts of the Empire. Since the last century, a mark of grave dishonor has rankled at the heart of our imperial pride. But we hold in our power the ability to rectify this dishonor as we forge our path to glory.

This abomination thrives on land that was stolen from us by Slavers so that they can continue to line their pockets pillaging our national wealth. Of all people who have benefited from that incomparable disaster, the Great War, none have done so with as crooked a smile as the Texan tycoons.

This so-called Republic is a beast apart, one that stands for nothing but greed. It is time that we restored to rule of God to this land, and driven their Satanic overlords back into the sea.

International Events

Marxist dialectic teaches that for each thesis, there will arise an antithesis. So it is with the revolutionary governments in Western Europe. After asserting control of the former Entente the revolutionaries are now being challenged by a wave of rural rebellions and domestic unrest as they begin to put their policies into action. These counterrevolutionaries are trying to resisting the radical social, economic, and political change being pushed on them by the new Communist governments, including assaults on property, religion, and local autonomies. Iberia is under the greatest threat as the central government in Madrid faces a dizzying array of regionalist rebellions, albeit disunited in leadership. The Sorelian regime in Paris on the other hand is challenged by a militarist exile government in French Egypt, coordinating a single counter-revolutionary movement with uprisings across the south and west.

The British Isles are more complicated as the Anglo exiles have chosen to prioritize securing their colonies in New England and India over reclaiming the homeland. The main threat to socialist rule comes from Irish Unionists, waging a campaign of terror and bombing alongside a confusing three-way civil war in Ireland itself together with Irish nationalists and London-backed socialists. All of this provides the exiled imperial governments with a window of opportunity to reclaim their homeland, though a slight crack in Red Europe’s edifice does not mean the whole structure will topple.

As socialism is challenged in its strongholds it also runs up against the steel wall of the German hegemony. Imperial German troops dispersed major protests in the reclaimed Rhineland by bayonet, leaving reports of hundreds dead, alongside other bloody crackdowns across the empire. The German Military Regime shows no desire to give up its power with the conclusion of the war, renewing the emergency powers invested in their puppet chancellor. Elsewhere, in northern Italy German-backed nationalists, known as Arditi, have begun to do their work for them, targeting reds alongside other domestic opponents. The young Russian tsar, dominated by his German advisors, invoked his privileges to extend the length of the compliant Duma for another term; here the nationalists are not nearly as pro-German: the infamous Black Hundreds are anti-democratic, anti-german and anti-jewish (for they are often the same thing in Russia). And grim reports emerge from Anatolia of the German-trained Turkish army conducting ethnic cleansing against christian minorities.

The world is not all doom and gloom: French India secured recognition of its independence from both the French and British governments-in-exile, averting the risk of a prolonged struggle. Simultaneously the British are in serious negotiations for home rule (if you can still call it that) with Anglo-Indian nationalists, their position obviously weakened by the loss of the Home Islands and French India’s independence. With the Deccan sovereign once more, Northern India seems soon to follow.

Much like in India, European colonialism seems to have begun a retreat from the Americas. The leadership of the constituent provinces of New France met in Detroit and released a common concordat, pledging cooperation and mutual defense. Most importantly, however, they secured a recognition from the French Government for National Restoration of being self-governed states, though a step back from the independence they had originally planned on. Alexandria’s ability to enforce power in the Americas remains questionable.

The Californian government, stretching its small wingspan across the Pacific, has found an eager trade partner in the Japanese Empire. Frustrated in its ambitions on Manchuria, and facing its own domestic unrest, the prospect of reliable petroleum imports is appealing. More will need to be done to develop the domestic production and export capacity however.

Said Japanese Empire, while withdrawing from Manchuria and Germany’s Pacific colonies, retained its wartime annexation of Korea. And frustrated does not mean deterred: instead of looking north and east it is instead looking south and west, towards the Philippines and the American Pacific Coast. The Imperial Navy is unchallenged in the Pacific and an island empire may be far more attainable.

Japan isn’t the only rising empire along the Pacific Rim. Mexico City, previously just the colonial administration for New Spain, has proclaimed itself the new center of the Spanish Empire. In this it has gained the consent of the Spanish government-in-exile, which has largely subsumed itself into the Viceroyal government. Possessed of the strongest military in the Americas it was able to browbeat California into submission, and most importantly, taxation. No longer a mere colonial governor, the viceroy is now petitioned by former members of the monarchy for recognition of their claims to the throne, a throne, any throne.

But more empire means more problems. The Spanish Empire was disorganized and decaying before the revolution, now it is worse. New Granada has yet to match California in commitment to Mexico City, though they’ve signalled a general consent to the new arrangement, pending the negotiation of the details. But New Granada at least is stable: the other components of the empire all need significant support, support they intend to leverage their recognition against.

Working from East to West: the Philippines wishes a naval garrison to deter Japan, including multiple capital ships. Peru needs a military garrison to deter the semi-recognized Andean Republic from renewing its march on Lima. Florida is facing an invasion by the American Republic, eager to seize the opportunity from the Texan War to finally annex the Spanish territory. Cuban nationalists are emboldened by the fall of Spain to take another gamble at their struggle for independence. Finally, Spain’s African colony in Camerun has been the other destination of choice for exiles from the homeland, with a reserve of Europeanized African troops from the Great War. More than any other it seems poorly inclined to accept New Spanish leadership.

Domestic Events

As the world situation around them deteriorates, the Canadian Party of Order moves to centralize its control over the sprawling province. Southern New France, Louisiana, had steadily been divided over the course of the 19th century into three different provinces while Canada remained united as a single administrative unit, albeit with a considerable amount of autonomy for the west and native tribes. This ended in 1925, parallel to the Detroit Conference, as Charles-Emile Trudeau, the provincial governor-general, enacted legislation empowering his own government over local entities. Contrary to his expectations the main opposition to this move came not from the native tribes, who were well and truly marginalized or had left for British Columbia, but the urban cities of the Great Lakes, where regional advocates made common cause with an emboldened labor movement.

New England, the first and wealthiest dominion of the British Empire, found itself host to many of the refugees fleeing the British Isles. Most prominent among them was the Royal Family, opting for the closest white dominion. Many others were parliamentarians and the wealthy with the most to lose from the British Revolution. But another group were non-Communist Leftists: internal struggles within Republican Britain between old-school trade unionists, anarchists, and orthodox Marxist-Sorelians left many on the right-wing of the movement being labelled as counter-revolutionaries. Possibly aware of the irony of the situation a great number joined the actual counter-revolutionaries in exile and by the end of 1925 Boston had been hyperbolically labelled the “Socialist Capital of the Americas” by the local press.

The actual Socialist Capital of the Americas was Philadelphia. When the unions refused to accept the (allegedly) fraudulent elections the leadership of the American Free State declared martial law. When the public refused to abide by the curfew they called in the army. When the soldiers refused to fire on rioters, they ran out of options and either fled or were tried for crimes against the people. What would have been the banner event of 1925, the establishment of the first genuine socialist state in the Americas, was largely seconded to the war in Texas, but it was significant nonetheless. The newly proclaimed United Socialist States of America possesses one of the largest industrial bases on the continent and significant ideological heft. However, it faces an internal power struggle between the moderates led by the newly installed President Hillquit, who want to establish a socialist democracy, and the radicals who emphasize direct action rather than the ballot box. Whichever group comes out on top, the USSA is being looked to for inspiration by socialists across its neighbors, from miners in Illinois to factory-workers in Boston.

A much quieter revolution was underway in its southern neighbor. At the Democratic National Convention in Atlanta the ruling party controversially adopted a number of constitutional amendments giving Congress expanded authority over interstate affairs. Or, specifically, drastically expanding the definition of interstate affairs beyond its original intent. Denouncements of tyranny were muted, as delegates looked at the war in Texas and the revolution on their northern border, nevermind the constant strain on domestic law enforcement maintaining the proper racial order. A majority of states had successfully passed the amendments by the end of the year, empowering the new session of Congress to deal with the myriad threads and opportunities facing the nation.

(American Republic: Change Government to Parliamentary, -5% National Unity)

The Democratic Party didn’t wait on its new congressional powers before moving to take action. But its first move wasn’t north, or south: it was a program of agricultural mechanization. Until now dependent on unskilled laborers, many of them freedmen, American farmers had been struggling with rising negro nationalism impacting their workforce. A proliferation of tractors and threshers promises a no-nonsense substitute for these laborers, who, out of work, have begun to migrate to the cities for employment.

(American Republic: +4 EP income)

Others attempted to emigrate to the Republic of Nova Afrika, where employment prospects were worse but not-getting-lynched prospects were better. Nova Afrika’s focus in these times was combating corruption in the government. For some, it was just the way things were done, a little grease to keep the wheel turning, but for a state as poor as the Mississippi Republic there was no budget for grease. Truly stamping out corruption was more than a year’s work, but just the appearance of clamping down on it did a lot to renew popular support for the government.

As civil war grips France, many are not inclined to fight for either the whites or the reds and instead choose to seek refuge in the Americas. The French-American governments collaborated on a broad program to resettle refugees from the Metropole across their territories. Welcoming them with open arms has done a lot to manage what could have been a confusing situation though there are significant concerns about non-Communist Leftists among the refugees (much like being colored in the Americas, being an anarchist anywhere in the world is a struggle).

On paper as welcoming as its sister provinces, the French Frontier quietly minimized the number of refugees it took in from the Metropole. Its preference was for farmers and engineers, with the bulk of the province’s limited funding going into agricultural work. The colonial administration is increasingly a sock-puppet for the native tribes, rather than an interface between them and the wider empire, as many senior posts are now filled with tribal leaders.

Whereas the French-ruled Native Americans began to assert themselves, those across the nebulous border in British Columbia saw more of their autonomy stripped away. Much like Canada, the Columbian government moved to centralize control over the locally administered interior. Unlike Canada, the American tribes here remained cohesive. Efforts at providing services and infrastructure ameliorated dissent somewhat.

The Texan government worked to bind together the disparate ethnicities of the republic under its "One Star" initiative, emphasizing their shared commitment to liberty and democratic values. This came at an appropriate time as the Imperialist New Spanish armies crossed the Rio Grande.

While the rest of the world is consumed by war or civil strife, California has presented itself as an oasis of opportunity. Relatively safe, if subservient, under its new arrangement with New Spain, California welcomed an influx of immigration. But not as many were willing to take the overland route across the continent as expected, nor the long trip around South America (especially given a rise in global piracy, as none have yet to fill the Anglo-French shoes). Instead, many of California’s immigrants came from Japan and China: hard-working, humble people seeking to get away from the repressive political atmosphere in their home nations. But for native Californios they brought with them strange ways and cuisine, and tensions have spiked between the population and the growing Chinatowns (and Japantowns, and Koreatowns, but who can tell the difference).

As New Spain fights to establish its continental empire, its found the wealth to embark on a major urban renovation of the capital in Mexico City. One of the largest cities in the Americas, though in individual metrics by New York, Philadelphia, or Buenos Aires, Mexico City is a sprawling mass of homes, government buildings, cathedrals, and factories. Remaking it into a capital fit for an empire like New Spain isn’t done overnight: much of the work in 1925 consisted of demolishing old structures to create wide boulevards, commissioning monuments to New Spain’s achievements, and beginning the creation of a government complex on the outskirts. But clearing up the traffic was an achievement in of itself, and when Californian representatives arrived they were whisked by automobile down the Imperial Highway at a mile a minute to their residencies. Demolishing large sections of the capital does have consequences, though they should be smoothed over when the rebuilding completes.

Carvajal's viceroyalty is challenged from within, however. Anti-war demonstrations against the invasion of Texas were launched by democratic and socialist groups, emphasizing that the nation needs time to rest and recover following the fruitless sacrifices in the Great War. While some of this dissent was genuine, with some conservatives even expressing concern that the Texan War was a distraction from liberating the homeland, this was soon revealed in Mexico City’s eyes to be linked to a Texan plot that led to the sabotage of a significant fraction of the New Spanish air force, putting half of it out of operation in a major bombing campaign against the New Spanish airfields. Other clandestine activities against New Spanish logistics added to the frustration.

Against this backdrop the New Granadan Centralists are taking advantage of their assumption of power in the South American Dominion to consolidate their rule, handing out patronage and forging alliances with power-brokers to leave them in a better position for whatever is going to come next.

Military Events

The Canadian military, taking advantage of French veterans emigrating to the northern province, conducted a series of military drills and exercises. While independently organized, the Canadians had very firmly been placed under overall French command during the war and the chief benefit of the exercises was to give the fledgling Canadian General Staff experience managing complicated maneuvers. Given the prospect of intervention in either France or Texas, they will need it.

Following the revolution in their home nation the crew of the Free State Battleship Constitution have mutinied against their new political officers and defected to the American Republic, requesting asylum. The USSA has demanded the return of the ship and repatriation of the crew.

Restive at the best of times, northern Florida had been carefully (being generous) cultivated to be a morass of conflicting groups, as African and Anglo populations made it difficult for either of its northern neighbors to easily annex it. With the fragmentation of the Spanish Empire however the Floridian ability to police the province has waned, and the outbreak of the war in Texas has sparked a new round of ethnic clashes as the American army moves to the northern border preparing for invasion. Anglo militias began carrying out attacks and settling scores with their African neighbors, who responded in kind. Florida’s army has begun to desert, with many returning to protect their homes, ironically hampering the government’s ability to stop the violence.

The French Carribean Fleet in New Orleans received orders to sail for Europe to join in the French Civil War, committing its strength to supporting White naval operations. This is far from a universally acclaimed move, however: while Admiral Salaun intends to follow through on the orders, many of his officers would prefer to remain, where the war on Louisiana’s border threatens their long-time posting. Indeed, many of the officers of Louisiana’s new battleship were formerly part of the Carribean fleet before resigning their old commission.

The formidable New Spanish military unveiled a new generation of armored vehicle: while comparable to the existing designs used in Europe the CC25 “Crusader” features a surprising degree of technical sophistication outstripping existing armor designs, as the New Spanish had paid a pretty penny (literally, for the engineers, and figuratively, for the first hand experience in Europe) incorporating many of the lessons learned in deployment of the vehicles in European battlefields. These Crusaders saw use before the end of the year in Texas…

Spotlight : The War in Texas

The Republic of Texas had its origins as an Anglo revolt against the central administration in Mexico City, which clashed with their God-given rights (like slavery). Anglo settlers, called filibusters, used the opportunity to press for political independence and sovereignty, drawing on considerable support from Atlanta. As was the fashion in the late 19th century a Great Power conference compelled Spain to recognize its independence and it has served as a buffer state between the viceroyalty of New Spain and Louisiana, forbidden from uniting with the American Republic for obvious reasons. With the Triple Entente diminished, this independence is challenged by the emerging New Spain, which declared war on what they still considered a rebellious province in 1925.

Carvajal's rhetoric outpaced his logistics, in this regard. While New Spain's militarily was larger, more experienced, and better equipped than their Texan counterpart, it was dispersed across the breadth of Middle America. The Texan military was already emplaced along the southern border, the political leadership having long recognized New Spain as their main threat in the current international power vacuum, and was able to fortify and call up reservists well in advance of the actual attack. Early offensives across the Rii Grande captured Laredo and a New Spanish Army Group in the west took Odessa, but another along the coast bogged down approaching Corpus Christi, as much from the oppressive summer heat as Texan scorched earth tactics. The Texan army was inexperienced in modern war, particularly New Spanish use of poison gas, while the Spanish found assaulting Texan positions significantly easier than fighting in the Italian Alps against German sturmtruppen. This doesn't mean that casualties on both sides weren't atrocious, the first 20th century war fought in North America.

This contributed to the Spanish General Staff's decision to suspend offensive operations until the weather cooled. Control of Odessa didn't give immediate access to West Texas's oil wealth, as the Texans lit the wells aflame rather than let them fall into enemy hands. The spare time was used to combine depleted formations and deploy new weapons, among them the indigenous Crusader carres. From a purely military standpoint New Spain came out ahead: it raised more troops and produced more equipment than the Lone Star Republic. But from a diplomatic standpoint the New Spanish position deteriorated as condemnation flowed in from New France and American troops deployed to the Floridian border.

The war at sea wasn't slowed as the admiralty kept its own schedule. From the start of the conflict New Spain endeavored to strangle Texan commerce, depriving it of the income needed to sustain the war. The Texan Navy and its lone battleship retired to port with heavy damage after a single engagement, where it was later scuttled to keep it out of New Spanish hands, but Texan cruisers remained in the Gulf of Mexico, conducting raiding operations rather than a blockade. New Spanish cruisers would spend the year hunting many of them down, but unlike the Texan fleet that returned to harbor some would remain operational by the end of the year.

When fighting resumed in October the New Spanish advanced quickly, as their superior numbers across a broad front, and the lack of a Texan response to their new armor, overcame the defenders. Corpus Christi was first bypassed, then encircled and finally captured in December, while the Texan Congress fled the capital of Kerrville before it fell to their new conquerors. Some rallied republican militias in eastern Texas, where urban fighting in the major cities there finally slowed the New Spanish advance, and others fled to the American Republic, advocating for intervention and, depressingly, setting up the beginnings of a government in exile if the worst comes to pass. Partisan activity behind the front line has tied down a significant portion of the New Spanish military, but the Texan army has been reduced to nearly half of its prewar effectiveness, with the loss of much of its heavy equipment and military industry.

The nations of New England, Canada, and The American Republic hereby announce their entry into the Anti-Comintern Pact, dedicated to mutual defense against the aggressive and destructive state that is the United Socialist States of America. To that effect, our three nations announce a complete and total embargo and blockade against the USSA and the militarization of our borders to shut down any illegal over-land trade. The workers of the USSA present no threat to the sovereign nations of North America, and asks for only the same respect in return. In response to this aggression, the USSA has no choice but to militarize its borders in turn and pray that soldiers on both sides have steady hands.

The New Spain-USSA Security Treaty
The USSA and Viceroyalty of New Spain agree to mutual armed defense in the event of either nation coming under external attack, as well as to exchange ambassadors to promote the prosperity and security of the wider North American continent. This treaty is to be reviewed and/or revised and renewed every five years, or terminated after one year of either party's declaration of termination.
