"The Wheel" tech missing?

I'm wondering if anyone else who plays the Chinese has noticed that you don't have to research "The Wheel" in order to build roads. I've never researched this tech myself, it just seems to be given to me at the start of the game. Is this just a glitch?
 
each civ gets 2 different techs at the beginning.

Each civ starts with 2 predetermined techs. Im not in front of the game but i bet China starts with The Wheel. :)
 
I have noticed this before with other civs as well. I do not have to research the wheel. I was shocked when once it made me research it. I kinda laughed when Leonard Nimoy said, "Put your shoulder to the wheel." Aside from the fact I had to actually research it, I was amused by the novelty.
But I have noticed that civs that are not supposed to have the tech, do not seem to have to research it all the time.
 
You get some free techs on all levels below noble, the wheel is one of them.

And no, China usually doesn't start with the wheel.

Yeah, having to research it was one of the more irritating aspects of moving up to Noble for me.
