i need to figure out how to make scenarios. i tried map editor but that doesn't work. it would be much appreciated if someone could give me help in the form of givivg me an adress to download a scenario editer or helping me otherwise.

You use the cheat menu in the game. And you may need to alter some of the .gif and .txt files, according to your needs. There's a "how to make a scenario" faq (frequently asked questions) in the reference section of this site.
