How do you manually assign citizen to tiles? I can't seem to move them around in the city planning screen. Is it simply unavailable in this iteration of Civ?
Upper right hand corner of the city screen is a + that you can click that will expand. Don't recall the exact verbiage, but clicking it allows you to place your citizens manually.
