tightly stacked city states

I usually play the large Earth map. The default number of city states is 20 for that map.

Since the laste update (i think its 1.0.62), i notice that city states are often packed very tightly.

- In some games i started, with 2 city states settler in viewing range of my settler.
- In some games i would encounter clusters of 3-4 city states with only 2 hexes between their cities.
- In some games, city state settlers spawned so close to each other, that only 1 could found the city state. The other settlers didnt do anything, because the presence of the other city state would prevent them from settling and they are apparently not able to move to another location (2 cheap workers for me though).

In short, something appears to be wrong with the city state placement algorithm or the number of default city states or both.
 
I can help out with a save, settings:

Huge, Earth Map, Wu Zetian, Prince, Epic Speed.

Theres a city-state-settler right next to me and as the game continues the citystates get conuered like nothing good. Guess on the other continents there are a good few CS-Settlers, too :-/

This game already was a restart, game before (same settings) I met 3 CS-Settlers right next to each other. Needless to say they got eliminated rather quickly. There they went to the Lord the good old cultural CS :-/ Thats really a gamebreaker.

Note that the save game illustrates the bug already confirmed in this thread (City States Break When Generated Next to Players). However, as I understand it, that's not what we're talking about here. Stoneminder is saying, I think, that CSs shouldn't start so close to you. I tested this on several other games on large Earth maps, where the default is 10 civs and 20 CSs. Each time I found a CS within the first 5 turns. Same result on a large Continents map. I then started a game on a large Highlands map, which has no ocean. This time I played for around 20 turns before I met a CS (in fact meeting another civ first). It seems that all large maps default to 10 civs and 20 CSs. It makes sense that on maps with more ocean and less land, the civs and CSs will start closer together. It also makes sense to me that all large maps would have the same defaults for # of civs and CSs. If players find high water/low land maps too crowded, then they need to change the defaults to something lower. I'm going to say "not a bug", but invite more discussion.
