The extra info on the tooltip comes from Enhanced UI. You could try using VP without Enhanced UI and see how you like that. It will change a lot of other things as well, but it's an idea.
Also, there is almost certainly a file in EUI that you could delete to get rid of just that part, probably "PlotHelpText.lua" in \Steam\steamapps\common\Sid Meier's Civilization V\Assets\DLC\UI_bc1\PlotHelp. Just rename it to PlotHelpText.lua.bak or cut and paste it to another folder temporarily and see if that does the job. I haven't done this and can't promise anything, but it seems like the most logical option.
