Today I Learned (about Civ3)

TIL that in the Steam version, capturing the Great Library does not get you any new techs!
The versions should play the same.

If you capture the GL before you have the tech that makes it obsolete, then you get techs that 2 known other nations already have.

I captured the GL several turns back and got nothing on the interturns. I’ll have to look at my save, but I don’t think I have Education yet. (That’s the one that makes it obsolete, right?). Also, I noticed the Civopedia says it gives “the builder” of the GL the techs know by two other civs. I’ll double check, but I’m moderately confident on this.

the techs know by two other civs.
The key word that's missing here but was mentioned by Justanick is "known by 2 other known Civs"

So... What difficulty and map-type/-size are you playing on? Because if it's e.g. a Huge Regent 80% Archi map where contact may be limited and AI tech pace consequently slower, it's possible that either you haven't met enough of the other Civs yet, and/or you're already one of the most advanced Civs on the map, so the GLib simply isn't benefitting you (yet).

I stand corrected. I understand how the GL should work, I was simply mistaken. I took a look at a few saves. I had contact with all civs and was planning on enjoying a GL slingshot (which is fun), but apparently picked up Ed somewhere along the way. I know I didn't research it, so I must have gotten it in a trade. (Drat.)

It's Monarch, continents, 60% (?) water, playing as China.

Since I picked C3C back up, I have been reminded of two things: (1) the AI is really bad at overseas invasions; and (2) the rapid expansion phase of AWM is really, REALLY slow when you have no iron or horses. (Two separate games, FWIW.)
"AWM"?
