Too many cities!

Sorry this must seem like a stupid question, but the search function wont let me look for the answer elsewhere..

Im getting a message saying 'Too many cities!' when i try to build a new city now, does this mean i have too many cities as a civ or there are too many cities on the map, is there any way to change the max number of cities?

The maximum number of cities allowed in Civ 3 is 512. Each Civ is not allowed 512, this is the max for all civs put together.
You can't change this, as it is "Hardcoded" into the game.

I have a question why would you want more than fifty cities?

i thought the maxmum number of civ for a huge map was 16 (including yourself). is this changable?
 
You can play games like TETurkhan's Test of Time Scenario where you play on a huge Earth map with 31 Civs placed in there actual starting locations. You pick a Civ, there are 30 others, plus barbarians.

So 512/31= average 16.5 Of course some Civs will have more and some will attain less.

Just go into the editor, World Sizes, select Huge Map, then changes 'Number of Civ' to 31.
 
It is semi realistic. How much of Earth doesn't have cities on it? Granted all the areas are basically useless game wise like Siberia(tundra) but it gives me an actual reason to use colonies. My current game is the first game I've ever used colonies simply because I'm playing on a custom map(250X250) with 19 other civs.
