Tools bug?

For some reason, even though my settlement is overflowing with tools, I keep getting messages saying work on the current structure is slowed due to lack of tools. It says I am short on tools, yet the amount of tools I have in stock at the settlement doesn't affect how many tools short it says I am. :/

In DoaNE, we have change the way to consume tools for buildings.
Before tools were consumed at the end of the construction. Now, they are consumed during the building process.
In your screenshot, it is written you still need 48 tools. This number will decrease every turn until the end of the construction with the 0 value.
In this situation, if you had only 48 tools in your warehouse, it would be enough.
