Total war multiplayer game

I am near completion of a multiplayer First World War scenario. But as I was working I halted and thought; I have never seen a multiplayer game wich actually starts with nations involved in war. So my question to all you scenario makers is:

Is it possible to make a multiplayer scenario game where all the civs are in a state of war?
