There's not enough information here to tell why he's at 84%, vs the others at 93% or 118% (93%+25%). What are the players ideologies, who has what wonders, etc. One thing that could account for the 9% difference is if you have a 25% modifier vs. him and he has a 34% modifier vs. you, such as Cultural Revolution (in Order) or Broadcast Towers (+34% tourism).
In any event, it looks like you need to spawn a Great Musician or two and send them on a concert tour to pop you over the top. Can you buy any with faith any time soon?

If the 84% of Alex was 25+25+34 (OB+TR+Order), isn't the real question then, how you had 93% to some others? There is nothing in the game that gives +9%, so there were definitely other modifiers involved (as Browd pointed out, 34%-25%=9%).
What I am seeing here is:
You surely got the lvl3 Tenet "Dictatorship of the Proletariat: +34% Tourism to civilizations that have less Happiness." And you might be happier as everyone else, except Alex. Also you either lack OB or don't have a trade route (-25%) with the 3 civs that have 93%.
So, if there is a bug, then it must be the +34% from being happier than a civ not showing up when you mouseover on their percentage. I'm somewhat confident though, that it does show up![]()

I thought, maybe because his culture is higher than your tourism, that the whole value is halved (culture is supposed to counter tourism), so:
902/2 = 451
451*1.84 = 829
This seems correct and intended to me, albeit it doesn't really say anywhere that is is halved when the other civ has more culture than you tourism.
I think it's going to take a while for all of us to figure out these mechanics.
If you go to the Influence by Player tab of the Culture screen, you will see that your +84% influence on Greece does consist of open borders (+25%), trade route (+25%) and shared ideology (+34%), but if you shift the drop-down box to view it from his direction, his base output of influence is lower (764), but his influence on you gets +118% (the same 84% plus 34% for having greater happiness than you), so his adjusted tourism towards you is 1665, which is greater than your culture per turn (1156).
Did Greece build the Great Firewall? That would negate the Internet's doubling of your Tourism towards him, which would explain why your Tourism per turn vs. Greece is roughly half of what it is toward each other civ. I suspect that's about all that's going on here.
Worth noting that (902 / 2) * 1.84 = 829. Pretty sure he just built the Great Firewall. It's awfully difficult to overcome that without being able to ship a few Great Musicians over to finish the job, unfortunately.Yea his 764+118% is 1665 but my 902+84% is 829.
