Town placement

Just looking to get thoughts on where to place towns.

For instance, right now I am about to build another city. There is a flood plain where I'd like to place it. Would that be a waste of resources? Are there tiles that I should never place a town on? Thanks.
 
In Civ4 you would not want to build on a flood plain, in Civ3 it is not as big a deal, but you would prefer not to do it. Resourse are about the only ones try to avoid and bonus grassland or bonus food.

After that avoid lux, if you have other options, in the main. The reason for these is that they can be worked and you can gain something.

None are absolutes as you can find reason to build on any tile, but are the norm. If you were in a war and had a salt tile you may build on it to prevent it from being cut and things like that.

By settling on it you get to work it for free. No losses wrt comerce or shields, except shields in a citycenter below size7. Or has something changed between versions?

 
You get the std value for CC even on a desert tile, so I prefer to save any bonus tiles to get extra shields. If you have all great tiles, then it matters not.

Usually you are trading one bonus tile for a grass or plains or something.
