I had two cities: my capital (Paris) and another city (Orleans). I had a nearby city-state that wanted a route between itself and my capital. Thus, I set two workers to work, one making a road from Orleans to Paris, and one from Orleans to the City-State.
When the road from Orleans to the City-State finished (first), I got a popup announcement that I had completed a trade route to my capital. This is false (I checked to make sure that I wasn't getting any trade route income, and that at least was correct.)
Then, when my relationship dropped below Friendly with the City-State, I got a popup announcement about the trade route with my capital being disrupted.
Then, when I finally finished the road from Orleans to Paris several turns later, the City-State jumped back to Ally and all was well. But the bug is that the game seemed to be assuming that connecting a City-State to any of my cities meant I had made a connection to my capital.
