You can only do this with City States, and only ones that you aren't currently at war with. You receive a bit of influence and a bit of gold.
For me it seems like I typically get more gold (which I can use to just bribe the CS) by using the Merchant (the 'wagon' you're talking about?) for a Golden Age. By the time I have a Great Merchant, I typically have a thriving economy that can benefit enormously from it.
Edit: Unless like Sneaks says it's something from DLC. In that case, sorry, I dunno =/
