Trader Route Creation

I'd like to give Traders the ability to construct a new route type as they move over water, but I'm not sure where to get started. I looked in the XML and found some code regarding routes, but I didn't see a way to change when they would or would not place new routes on tiles.

Does anybody know how this could be done? I would really like to create a route type called Sea Lanes that would improve the movement speed of ships and embarked units over water.
