Trading Cities With AI

I've been playing the part of world police in a recent scenario, and I just noticed that I don't have the option of trading cities that I control to AI players in the diplomacy window. Is this not an option in the game, or are there special circumstances that must be met before you can trade cities to computer players?

The AI generally doesn't trade cities, in Civ 3 if you offer them your biggest city (what do you want deal) they won't offer anything, in Civ 4 the cities are redded out unless the city was theirs they won't take any of yours in a trade... its odd.
