Treat culture as a yield, like science

I normally wouldn't suggest something just for modding purposes sicne I'm guessing it's low priority, but this would VASTLY increase the ability to deal with culture for modding purposes, and makes things like a "Create culture" process possible.
 
Well there's not really any need to get into details for non-modders, other than to say that without this, many things that you can do with gold/food/science/production you can't do with culture at the moment, at least not without some seriously impractical work.

Isn't there already a "build culture" option for the city building menu in Civ4?

Yeah it's strange, but it's just not practical to mod in Civ 5 right now, at least from what the better modders are telling me.
