Trouble switching through units

Hi everyone, I just started playing civ 3 for the mac. I played it for the pc also. I figured out all of the keyboard commands except one. I cant shuffle through my units while they are fortified on my cities(stacked on top of one another). Can anyone help me please? this is the original civ 3 for and I'm playing it on mac book, thanks.

cant help you there and im not sure what you mean. if you mean you can only choose the top unit then right click on the city
