Trouble with custom maps

I downloaded a couple of custom maps (Siberia and North America) I put the rar file in the public maps sub folder in the game's folder and the maps will not show when I start the game. I also tried the transferred maps folder and did not work there either. Also I tried to make my own map in the WB but I can't figure out how to eliminate the territory tiles. I want to eliminate the Europe West tiles on the left side of the map and only use the right side. Thanks for any help.
