Trouble With Start Up

I am having trouble with getting this mod to work can someone give me exact instructions on how to get it to work specifically with a windows 7 32 bit. Specifically my problem is when I load the mod it suddenly crashes before it even starts showing progress on the loader.

patch 3.19 (no cd included) + run as administrator

for me no problem
