True One City Challenge mod limits every civilization to only one single city: their Capital. Producing or purchasing a new Settler will be impossible. Religious Settlements Pantheon modified for Rise & Fall. Ideal for playing against the maximum allowed leaders.

Compatible with Civilization VI, Rise & Fall, and Gathering Storm.
