True Start Location Earth Map (patch) with unlimited civs

As the title said. More than 8 civs. I want to play with 16 civs.

12 city states is ok. Don't change that.

I would also like to know how this is possible on the included Earth map. I would play the YNAEMP maps but they're a bit too big for me.

Apparently when enabling the YNAEMP mod, it's possible to select more civs. I haven't started a game with it yet but it works during setup.
