I hate bumping, but it deserves it :/
Maybe the picture is there so you can simply fiddle around with color levels and instantly see how it would look? At least until - if ever - they release some info on how to decode it.
Have you tried that? Like add a lot of red, save and check if the rivers are red in the game.
