[Tuning] Ideologies: Tier 2

I feel these 2 Policies ought to be buffed. I'll agree that T2 of Order is a bit weak.

On Party Leadership: +2 food, production, science, culture, and gold in each city.
This is like the Piety Finisher, I feel this being a T2 Ideology policy, it should be stronger than that.

Five Year Plan: +2 hammer/city, +1 hammer to mines, lumber mills, quarries, and unique improvements.
The other UI Ideology Policies give 2 Food (Freedom) and 3 Science (Autocracy). Should probably be changed to match those Policies.


I dunno if that's needed. It feels like the current state of things is simply like that. Order has better T1 (excl. common UI civs) and arguably T3 than Autocracy, which in turn has probably the best T2 out of all. For instance, current Autocracy's Nationalism would perhaps work as a decent late T2 pick for Order in some cases, but among Autocracy T2 I'd never take it as is because other policies just help me more.
 
I feel like Order is a tiny bit weak in general (and the AIs in my games seem to agree, it's pretty much always the last ideology to be picked). The only victory condition I'd take it when going for is Science, for which it's...not bad actually. I do think it's kind of odd that Order is the Ideology that can use GEs to rush spaceship parts when Freedom is the specialist-focused one, and the policy tree that lets you faith-buy Engineers is Tradition, which is basically the policy version of Freedom, but that's getting a bit off topic.

Volunteer Army - hard to say what'd make it good. It's good if you get to it fast, but if it's buffed it'd be broken in that case.
If it's possible to change it to 6 of whatever your latest level of melee unit is, that'd probably be a nice little buff. I'm mostly fine with this as it is, it's a nice emergency policy to give you some reinforcement against an invasion (or vice versa, the fact that they're Foreign Legion makes them better at attacking than defending, actually), but maybe being less and less useful as the game goes on is intentional, idk.

Total War : +25% unit production. Instantly destroy and pillage all Trade Routes of the enemy Civ when you declare a war against them and receive 3x yields from pillaging. - basically a troll policy. Since Total War encompasses all spheres of life, something like that feels fitting. The yields you'd receive upon a war declaration would be some neat sweeteners, and it'd be a nice way to cripple the enemy, if possible to do that is. It'd basically be the Brother Policy of Lebensraum, with both being made only to troll (though Lebensraum is not too good)

oh god please no, rebuilding and reassigning trade routes after that would be the most obnoxious thing

+1 FPSCG for every 4 or 5 citizens, maybe? As is it's definitely too weak.

I'm not sure if this is just me, but I almost never work non-resource mines, Engineers are usually better. This doesn't really fix the issue but I think it'd be fine for this to have +2 production per tile, it being outright less yields than Urbanization despite being a tier 2 doesn't feel right. By the time this comes around I feel like I'm usually comfortable with my production situation anyways, Factories and Seaport/Train Station give you some very significant boosts as long as you can get your hands on some Coal.

Universal Suffrage. Maybe +1 Happiness, +50% longer GA and a free instant GA and WLTKD in all cities? Good instantly, but falls off.

50% more GA is the effect of an existing wonder, though admittedly this comes a lot later. Short (the length you'd get from popping a GA, 5 turns base I think) free GA would be a nice buff maybe but I don't think it needs any more than that, it's already kind of powerful for making it much easier to get infinite lategame GA.


Total War: +25% production when building military units, workers construct improvements 25% more quickly.

Its pretty good, but just doesn't match many of the other Tier 2's. This one seems like more of a buildup tenant, which I think is more Tier 1 suitable.

By the time this comes you're going to have 95+% of the jobs for Workers done, Worker improvement speed is fairly useless. Some other bonus based around military production would be nice, there are already bonuses for EXP and purchase cost on other tenants, so maybe some sort of yield whenever you train/buy a new unit, like 20 scaling Culture/Science/Gold? Also agree that it would be better as a tier 1.

Nationalism: Reduce Gold Maintenance by 33%

Compared to the other Tier 2's of Autocracy this is pretty weaksauce.

Increase to unit cap maybe?
 
Volunteer Army was moved to T1 already, so it's pretty strong, especially if you unlock Freedom at the Industrial era. Moreover, vassals will gift more of them on subsequent era switches, as long as you have at least 1 Foreign Legion unit.
