I do think Notre Dame is weak though.

Notre Dame can be great for tradition cities, but I could see it getting a few more yields. As is you need to hit a lot of farms for it to be worth while.

Also Hagia Sophia is really good after the upped cost to great prophets.

Notre Dame feels like a consolation prize for not getting Cathedrals. It just seems a bit silly.

That's not true. If you only have one city you need a cathedral in then you could get Notre Dame and have a WHOLE extra follower belief.

It's not terrible or anything, just a bit weak.

It can be really valuable as a consolation prize
