I believe that Spearman was placed in Shen Ling to make sure some revolutionary groups don't get out of hand when the city grows.

If so I advise we send the Spearman back to Shen Ling before it grows again.
 
Shen Ling needs some micromanaging. One labourer that is supposed to be working on an irrigated game is not. we should have both game being used.
 
That horseman can reach the city next turn, and we can't do anything about it! :O

What steps can we take to minimise the damages from a barbarian raid on Cha Ching?
 
The horseman near Cha Ching is not a significant threat. We'll move the spear from Zhi Gang to defend that town, temporarily leaving that town undefended.

Shen Ling should have been micromanaged for max growth so that it would grow back to size 5 in 2 turns, but there's no real harm done. For peace-keeping purposes, I'd either see about building another warrior quickly or moving the spear back to help defend, preferably the warrior option as it will allow our spear to escort our settler all the way to it's destination.

As far as GCA is concerned, we will eventually have to ask him to move, but it may come after we settle that town, placing the iron within our cultural borders. I'd suggest that once our settler is about 2 tiles away, if he's still parked there, we simply inform him that he has 2 turns to withdraw. But before doing so, we must have a warrior on the tile destined to hold our newest town so that they cannot prevent us from settling there.
