Turn Timer Disables Promotion Saving?

Has anyone seen this? I noticed that promotion saving did not work correctly in several MP games, then had it on in a SP game with the turn timer enabled. Sure enough, units would not move until I game them their promotions.

I'll try another one and make a save game if I see it happen again.
