For the purposes of turning right, red light = stop sign in US, at least places I've been. One way exception for left turns is noted above. We also have some intersections that explicitly ban any turns on red.
It shouldn't be too dangerous for pedestrians due to cars needing to come to a stop before they can (legally) do the turn on red. I would be very surprised if this rule resulted in significant numbers of accidents, as opposed to bad road design, tailgating, weather, or general bad driving.
