Turn 270 1395 AD Preflight

I expected Saber to invade The Council. They did not.
Instead, they moved a little further north from Turn 269. but are still 6 moves away from The Nursery.
In addition, they are now showing a new task force that contains their latest Carrier (built this turn). This group is 6 tiles away from the previous group, so ship chaining is possible. However, since the previous group must off load their transports while the transports are still at sea and not into a captured port city, the usefulness of ship chaining seems a bit weak.
It appears that Saber wishes to keep their forces outside of the kill zone (5 tiles or less) for some reason. Maybe to keep The Council confused about their invasion point (The Nursery or The New Yard), though coming in a bit closer would make the threat more real but still divided between the two cities.
I expected quicker action out of Saber, so these images have my confused.
Saber needs at least one more turn to set up an effective ship-chain over to The Council.
If I were to guess, I would guess that the city of Wakizashi (a Japanese sword) is where these units came from.
Twelve of Saber's eighteen transports are shown in these images.
The Council
I do not see any damage from Saber's bombing on what we can see of The Council's interior. I expect to see the damage, but I do not. And I am not sure if we can see the damage without some sore of map update. I am considering stealing The Council's map this turn to verify their claims of devestation. That map would cost about 350 gold or so.
