In the tutorial, it tells me to build roads from a new city to rome so that stone will be shared between the two but after I build the road, the tutorial won't continue. Their is no "continue" button on the text box and I've tried building two other citys with roads connecting them all and it still don't work. Is there some way to force the next step?

Which game are you playing? I did the tutorial for Civ4 without any expansion recently and I don't remember doing that... but that's probably just me! 
Anyway, I had to try the tutorial 3 times to get through it as I had similar problems to you but not at the same point. I think you just have to restart the tutorial - it doesn't take too long to skip through all the beginning steps quickly.

Civ4, no expansions. I got through it. I built another worker at the new city and it seems to not read the action unless I used the same one that the tutorial had me make. Even so, the tutorial broke twice in diffrient spots for other reasons. You'd think that they would fix this with one of the patches since lanuch. Oh well....
